Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Promote exercising the Council’s powers seamlessly and effectively in accordance with the Road Traffic Act 1991, Road Traffic Regulations Act 1984 and the Traffic Management Act 2004 and provide effective parking enforcement service to achieve minimum illegal parking and improve road safety by issuing Penalty Notices.

Main duties
OUTLINE OF KEY RESPONSIBILITIES AND TASKS
•Contribute effectively to the Council's parking management strategy by enforcing stay / parking regulations on and off the street in accordance with the Council's policies and procedures.
•Patrol parking on and off the street, either alone or as part of a team. Patrolling will be on foot but it is possible that a vehicle will also need to be used.
•Issue Penalty Notices using a hand held computer in accordance with the relevant Traffic Management directives, procedures and orders which currently apply to ensure that legal parking requirements are met.
•Keep pocket book notes accurately, conscientiously and consistently with photographic evidence of every Penalty Notice issued and other associated incidents.
•Attend conviction hearings as a witness on behalf of the Council as required and it may involve submitting written evidence.
•Wear a body Camera as part of the Uniform to record any threatening or violent incidents and download the Information on a daily basis and report any serious incidents immediately to the Line Manager.
•Report back to the Senior Parking Officer on any vehicles that may have been abandoned.
•Verify that parking signs, lines and notices are present and correct and that the Penalty Notices issued comply with the relevant signs. Report back to the Senior Parking Assistant on any incorrect, damaged or missing signs or lines.
•Assist with the maintenance of pay and display machines on and off the street and report on any defects to the Parking Supervisor.
•Ensure that all Health and Safety procedures are complied with and report back to the Senior Parking Assistant on any defects in car parks or on street parking areas.
•Respond to enquiries from members of the public and offer assistance. When required, advise on the Council's policies and procedures in relation to parking and advice on how to submit a complaint / official observations to the Council.
•Operate a two-way radio to maintain regular contact with the Parking Supervisor and ensure that the correct radio procedures are followed at all times (as required).
•Report back and record evidence of illegal activity.
•Maintain suitable and professional personal appearance ensuring that the uniform work on duty is clean and tidy at all times.
• Responsible for keeping, caring for and maintaining the personal equipment provided by the Council, including hand-held computers, cameras, communications equipment and Council vehicles when relevant.
•Monitor your own work and note the best practice to improve the services and develop by Investing in People.
• Assist the Parking Manager with road crossing duties as needed and assist the Parking Manager with any other duties with the competence of the post holder.
•Required to commit to work towards and gain a Level 2 NVQ Parking Assistant Certificate within two years of commencing in post.
•Work in accordance with the Council's policies and work practices, according to guidance.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.

REVIEW DATE / RIGHT TO AMEND
Flexibility will be needed in order to make the most of the specific skillset and expertise of the post holder in everyone's interest. This is a description of the post as it is currently. It will be reviewed with the post holder and updated or changed as needed.
ADDITIONAL INFORMATION
The post-holder will be expected to be an effective team player and also able to work alone and manage time effectively. A highly motivated individual, you must be able to deal calmly with difficult and heated situations by focusing on the customer, you will be required to be discreet and diplomatic at all times.
WORK CONDITIONS
The post-holder must be physically fit and is required to wear the full uniform provided at all times during working hours, namely 37 hours a week over five days on a rota basis, including Saturdays and Sundays. Start and finish times will be between 0600 and 2200 hours and there may be a need to work outside these times as required.
The post-holder will be required to work on Saturdays as part of a normal working week and on Sundays on a rota basis. At peak times and on bank holiday weekends you may be required to work additional hours or change shift patterns in order to ensure that enough officers are available to satisfy the enforcement requirements. Salary is paid on a monthly basis.
