Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Assist with ensuring that customers are provided with a high level of service within all aspects of maritime provision in the harbour.
•Assist the Harbourmaster in ensuring that the harbour and beaches are being managed efficiently on a day-to -day basis.
•Assist to ensure that the publicare aware of the environmental hazards and ensure that appropriate safety measures are in place.
•Assist with ensuring that the required standards of Gwynedd beaches are in place and all information is current and maintained.
•From time to time, or over an unspecified period when required, work at any one of the Council’s other harbours.
Responsibility for functions
•Responsible for checking and cleaning of harbour patrol vessel and equipment
•Responsible for checking and cleaning of Harbour tools and equipment
•Responsible for conducting harbour patrols on-board the harbour patrol vessel
•Responsible for deputising for the Harbourmaster in the officer’s absence
Main duties
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

• Responsibility for ensuring that all work tasks undertaken are in full compliance with the relevant risk
assessments, safe systems of work, or method statements.

relevant risk assessments, safe systems of work or method statements.
• Ensure the technique of dynamic risk assessment is applied to any task undertaken whenever the need
arises.
Responsible for assisting to ensure that the aids to navigation on the approach to the harbour are correctly
positioned.
• Responsible for assisting in the maintenance of navigation aids within and on the approach to the
Harbour
• Assist in locating beach zone marker buoys and ensure that personal watercraft and powerboats comply with
the Council’s by-laws and regulations in the harbour and on the area’s beaches.
• Assist the Harbourmaster in ensuring that all moorings are fit for purpose and inspected to Cyngor Gwynedd
standards, as well as in accordance with standard guidelines.
• Ensure the harbour environment is kept to the highest possible standards of cleanliness at all times.
• Check the tidiness and cleanliness of all the land and grounds in the vicinity of the harbour by conducting a
daily inspection of the safety equipment, neighbouring land and facilities. Report to the harbourmaster on any
defects idenified.
• Assist in the cleaning and inspection of public slipways, walkways, railings, harbour structures and
furnishings. Report on any defects or hazards identified and complete associated administration procedures.
• Check and maintain public safety equipment. Ensure that Maritime Service safety equipment is in
operational condition.
• Assist in the inspection of security equipment and maintain records of inspection.
•Be involved with members of the public by providing information on tides, weather, currents, fishing
and boating regulations and other safety issues such as the wearing of Lifejackets and the use of ‘kill cords’.
• Advise harbour customers with matters relating to navigation and buoyage.
• Undertake regular patrols of the harbour ensuring all vessels remain secure, including the security of
berths, moorings and mooring lines.
• Liaise and work together with the Maritime and Coastguard Agency, Police, Fire Service, Ambulance, RNLI,
and other departments within Cyngor Gwynedd.
• Co-operate with local boat yards, sailing clubs, local fishermen and other commercial operators to ensure
effective harbour operations.
•Provide diesel fuel to harbour customers and collect the required fee.
• Assist with the collection of launching fees.
• Assist with the registration of craft and permit allocation in accordance with Council procedures.
• Assist in ensuring that all monies collected are banked in accordance with Council requirements.
• Assist in ensuring the security of the harbour office, storage facilities and all other harbour assets.
• Check and assist in maintaining all equipment carried by the maritime vehicle. Ensure maritime vehicles are
clean, tidy, re-fuelled and ready for immediate use.
• Undertake maintenance work within the harbour and on the beaches as necessary. Assist in the repair of
defects identified.
• Supervision of the harbour or beach as directed by the Harbourmaster.
• Assist the Harbourmaster with supervising and advising seasonal beach staff.
•Understand applications of Fire, First aid and oil spill procedures.
• Assist with any other relevant work involved with the management and administration of the harbour and the
coast in general

Special circumstances
•To work most weekends, Bank Holidays, and some evenings.
• Required to work on a rota which will be prepared beforehand whereby the shift pattern will be dependent on
the tide and weather.
•Requirement to work in inclement weather.
• Requirement to assist in working on-board any of the Council’s harbour-based vessels.
• Requirement to work across the Harbours and Beaches of Gwynedd as and when required
• Requirement to assist outside of normal working hours in the event of an emergency
