Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Driving / loading refuse and recycling collection vehicles.
Responsibility for functions
•Responsibility for vehicle, crew and equipment.
Main duties
Driving and being responsible for the crew and the vehicles used. To undertake refuse, recycling, green waste, trade & clinical collections as directed and in accordance with adopted schedules, procedures and policies.
Driving
•To drive Class 2 LGV vehicles in a safe and courteous manner, within road and vehicle speed restrictions and strictly in accordance with the law.
•To undertake dynamic risk assessment at various collection points with regards to the collection of waste and safe positioning of vehicle in the road whilst collections are undertaken.
•Operation of all vehicle systems including loading, compaction and immobilisation equipment, and in-cab navigation and reporting systems. This to include tachograph and on-board weighing systems.
•Responsible for the safe reversing of the vehicle and instructing reversing assistants as required.
•Attend arranged CPC training and complete relevant modules within timeline.
Vehicle
•To comply with the Authority’s Operators Licence, undertake daily vehicle checks each morning to ensure that the vehicle is roadworthy. Log nil defects and report any defects found to the workshop. Complete all necessary paperwork including timesheets and tip records.
•General and regular maintenance to include checking oil and water levels.
•Ensuring that the vehicle is kept clean - Maintain the vehicle to a high standard of cleanliness including body exterior, cab interior, compaction mechanism, hopper and ejector plates.
•Operate the power mechanism.
Responsibilities for the Crew
•Supervising duties and responsibility for the crew. Lead, motivate and supervise the waste collection team on the allocated round including collecting, transport and tipping.
•Assist with induction and training this to include mentoring of new team members.
•To take charge and be responsible for the vehicle and the collection team and to ensure the completion of the daily work allocated.
Task
•The collection of waste and recycling which includes working in live traffic, in built up areas, rural areas and fast roads and national speed limits
•Map reading and plan most efficient route around a given area and also be able to do route changes to cope with road closures, weather related hazards, high risk areas and re-route if necessary.
•When not driving, assist with the loading of the vehicle – Quality inspection and pre-sorting of recycling materials.
•Ensure that bins, boxes and bags are returned to the appropriate location and any spillages are cleared.
•Attend to back door collections safely by taking into consideration various hazards.
•Assist with the design and implementation of new collection routes.
Health and Safety
•Responsibility to protect the safety of self, co-workers and members of the public.
•Work in accordance with all safe working procedures, risk assessments and Council policies and employee responsibilities under the Health and Safety at Work Act. This also covers the wearing of reflective jackets, ballistic trousers and safety footwear and all mandatory PPE and uniform.
•Participate in Health and Safety and BSi Audits and demonstrate risk awareness and compliance.
•Report and assist with the completion of accident / dangerous occurrence forms(HS11) this to include insurance claims.
•Comply with the rules, regulations and instructions of specific site owner at waste transfer station.
Customer Care
•Ensuring that the highest level of customer care is maintained – Engage confidently and enthusiastically with the public and businesses and advise on all aspects of recycling and waste collection issues. This to include dealing with difficult situations, abusive customers and motorists.
•Keep adequate stock and deliver information leaflets and food waste bags. Place stickers on new bins/ heavy bins / mixed boxes etc and report back to team leader.
Reporting / Compliance
•At the end of the working day, report any issues or problems that have arisen during the round to the team leader or trade waste officers if appropriate.
•Comply with all internal policies and procedures in respect of sickness absence reporting and booking of annual leave.
Corporate
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.

•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•The Waste Collection Service operates on all bank holidays, you will be expected to work on those days. From time to time the post holder will be required to work overtime.
•The Waste Collection Service has been identified as a priority one front line essential service. Safe working procedures will be in place to ensure continuation of service.
