The purpose of the job
• Contribute to the effective implementation of the Council's policies in terms of protecting the public and legitimate businesses by promoting high standards of compliance with public protection regulations and good practice.
•Ensuring that the people of Gwynedd are central to everything we do.
Responsibility for resources e.g. staff, funding, equipment
•Equipment - Day-to-day responsibility for ensuring the acceptable condition and safety of a variety of equipment including personal protective equipment.
•Money – Responsibility for money, for example, when buying samples.
Main duties
•Enforcement of legislation that falls under the remit of the Unit where the post holder has the appropriate authorization and qualifications, through inspections, investigations and by giving advice to businesses and other authorities.
•Specifically, the post holder will normally undertake work in the following areas of public health:
a) Licensing of caravan and camping grounds and animal establishments
b) Health and safety enforcement in the workplace
•Carry out inspections of premises and licensed processes, and activities to establish compliance with current legislation.
•Completing audits, and keeping records of compliance and relevant standards.
•Investigate complaints and cases of breach of license conditions in accordance with targets set by the service.
•Consult with the Planning Service and the National Park on planning issues for caravan and camping grounds.
•Where necessary, take statutory enforcement action to deal with significant non-compliance, subject to the supervision of a public protection officer and approval by the Public Protection Manager where practicable.
•Enforce legislation in relation to licenses and permits that are relevant to the specific duties of the job - such as caravan and camping grounds; beauty treatments and skin piercing; animal organizations; and various other permits and licenses.
•To assist with business advice and education initiatives.
• Respond quickly and in an appropriate manner to an emergency, in accordance with the restrictions of the holder's authorization.
•Representing the Council as an expert witness in courts of law.
•Collaborate closely with relevant departments and Agencies.
• Comply with the Council's financial procedures and guidelines with particular reference to any fees received.
•Recording work through the method(s) required and within the designated timeframe.
•Delegating for other officers where circumstances require it.
• Responsibility for self development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities set out in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy.
• Acting within the Council's policies in relation to equal opportunities and equality.
•Responsibility for managing information in accordance with the Council's information management standards and guidelines. Ensure that personal information is handled in compliance with Data Protection legislation.
•A commitment to reduce the Council's carbon emissions in accordance with the Carbon Management Plan and to encourage others to take positive action towards reducing the Council's carbon footprint.
•Undertake any other equivalent and reasonable duty that matches the salary level and level of responsibility of the position.
•Responsibility to report concerns or suspicions that a child or vulnerable adult is being abused.
Special circumstances
•At times the post holder will be required to carry out an inspection in a dirty / unpleasant environment.
•From time to time the post holder will need to work during unsociable hours.
• The holder may need to plan, implement and inspect projects for maintaining or improving the health and well-being of Gwynedd residents.
•Attend regional or national meetings regarding licensing issues occasionally on behalf of the Authority.
