Job Description
Purpose of the post
•Responsible for the design, expansion, operation, management, and documentation of Local and Wide Area Networks and their hardware and software, Firewalls and other security and monitoring devices.
•Collaborate with cross-functional teams to ensure network security and data privacy, following government guidelines, and accountable for ensuring all data and voice communications are secure and operating to anticipated levels, comply with applicable standards and own solutions and improvements where necessary.
•Evaluating new technologies and making recommendations for network/infrastructure improvements, and proposing innovative solutions benefitting Gwynedd Council's services, and architecting and supporting those
•Solve complex performance, availability and connectivity issues as required.
•Responsible for monitoring critical network, applications, devices and systems.
•Report on network performance and collect data and information to plan the future network infrastructure.
•Develop good relationships with technical staff and others to ensure systems and information needs are identified and met.
•Provide advice and guidance during project planning phases to ensure network and Infrastructure requirements are considered in the whole specification.
•Support the use of secure web access filtering software for over 20000 users across the Corporate and Curricular sectors.
•Ensure that the digital field is supported in accordance with policies and procedures adopted by the Council and/or the Information Technology Service

Data/Equipment/Software
•Responsibility, as part of the team, for the maintenance of the Council's infrastructure hardware and software elements, including up to 500 network switches, approximately 1500 wireless access points as well as central management (infrastructure) servers and systems.
•Have input into the technical aspects of the network (and make decisions) that have an impact on all of the Council and have a direct impact on the public.
•Provide support for administrators essential to the day-to-day work of the Council and also for services used by the public. This includes analysing, solving, and avoiding problems.
•Responsible for ensuring the integrity of data essential to the Council.
•Liaise with individuals/external bodies to resolve issues.
•Ensure that all documents relevant to IT systems are updated when changes are made to all elements related to the IT equipment.
Main duties
•Provide technical support and guidance to the IT Help Desk as needed, supporting users, including responsibility for providing second- and third-line support, and maintaining network infrastructure, communication systems and security.
•Provide support for the Wireless Network, including Public Access Wireless service.
•Provide support for remote users (VPN access)
•Develop and support software to manage, monitor, evolve, and develop all network elements supported.
•Maintain high-quality documentation for all areas of responsibility as required.
•Report and document Cyber Security and Resilience Risks in relation to Network hardware and software, providing input on the ability to recover successfully from an incident.
•Self-development responsibility.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy

Special circumstances
•As the I.T function of the authority operates on a 24 hour 7 day a week basis there will be a need from time to time to work unsociable hours and at weekends which will be eligible for payment in line with the Cyngor Gwynedd’s terms and conditions of employment. Emergency call out etc. will be subject to individual negotiation.
