Main Duties.
LEAD
• Being accountable for the Service and the most effective and efficient use of the resources available
• Lead the Service's staff by encouraging and motivating them to own the principles of Ffordd Gwynedd (way of working) and be accountable for ensuring that this happens
• Ensure an environment within the team that promotes and encourages staff well-being
• Assist the team in establishing operating principles taking into account relevant laws (e.g. Health and Safety, Well-being and Future Generations Act, Social Services and Well-being Act) and ensuring that they adhere to them
• Be aware of how the team's systems work and facilitate challenging them where necessary
• Ensure that the team contributes to the objectives of services or other organisations that try to achieve what is important to the people of Gwynedd.

SPECIFIC AREAS OF THE POST
• Lead and manage the Library and Information Service in all its aspects - budgets, staff, work programmes, priorities etc and in accordance with the duties of the Public Libraries and Museums Act 1964, and advise the Head of Department or the Assistant Head and Cabinet Member on matters as required.
• Promote the standard and quality of the service in accordance with the targets of the National Public Library Standards of Wales and the objectives set out in the Libraries Strategy.
• Act as a line manager for the Team Leaders with staff care, including the Performing Arts Officer, Neuadd Dwyfor and any key employees of temporary plans and projects.
• Lead on library matters for the Authority, identifying areas that require attention and informing the Head of Department or the Assistant Head of operational matters, such as budgetary needs, staff training and duties, health and safety matters, building management and other matters within the Council's procedures.
• Represent the interests of libraries on the Economy and Community Management Team informing other members of issues that will affect the Library and Information sector and other appropriate areas including literature and information literacy.
• Collaborate with other members of the Economy and Community Management Team and other Council Departments in order to develop a fully integrated public service.
• Ensure that leasing arrangements and service provision in partnership with other organisations are maintained and identify opportunities and obstacles, and work to maintain the most effective collaboration possible in order to continue service.
• Ensure the development and operation of one united team in Neuadd Dwyfor.
• To lead the development of the team of officers of the Library and Information Service and any associated units supporting their development and professional activity including promoting best practice in accordance with the code of practice for chartered librarians.
• Promote a high profile for the service, ensuring that it is a point of contact for the communities and people of Gwynedd, and strengthen links with services, organizations and other bodies.
• Taking a proactive role nationally, contributing and collaborating towards related work and projects within the Public Libraries of Wales, and collaborating with national organizations in order to maintain the quality and development of libraries and the relevant national proposals. Represent the authority at meetings of the Association of Chief Librarians of Wales and cooperate in plans to promote efficiency and service delivery standards.
• Lead the LMS Cymru project and oversee the work of the system development team and address the Consortium's needs in terms of Cyngor Gwynedd's responsibilities as Lead Authority.
• Attending North Wales Heads of Library and Information Services meetings supporting effective and efficient collaboration in appropriate areas to maintain and improve provision.
• Collaboration with Department officials from the Welsh Government with responsibility for overseeing the development of Public Libraries.
• Represent the authority in the meetings of the Executive Group of the Community Education Partnership (Gwynedd and Anglesey) and cooperate to promote the efficiency and standards of service provision linked to the administration of the ACE grant.
• Leading the service's development plans including monitoring the expenditure of the service's capital plans and grants and reporting regularly on progress in accordance with internal and external requirements.
• Lead the service on issues in the field of reading, literature, community education and promoting information literacy.
• Delegating on behalf of the Head or the Assistant Head as required in the Libraries and Information and Culture field.
