Job Description
Purpose of the Post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Responsible for a range of duties and work that is involved with securing effective and safe management of all harbours in Gwynedd that are under Gwynedd Council’s responsibility.
•Assist the Maritime Service Manager to undertake daily duties and functions in line with the managerial requirements of the Maritime Service.
Responsibility for functions . e.g. staff, budgets, equipment
•Delegated responsibility for all staff, finance and resources of the Maritime Service as required.
•Managing the service in conjunction with the Senior Beaches Officer in the absence of the Maritime Service Manager.
•Overall managerial responsibility for all harbour staff.
•Co-ordinating and ensuring that all harbour safety equipment and apparatus are checked and that the relevant inspection forms are completed as required.
•Responsibility for the harbour office’s ‘float’ and the safe transfer of fees to the Post Office or Bank.
•Responsibility for all harbour work boats, tools and equipment

•Prepare and oversee individual harbour operational work programmes with the aim of offering service of high standard to the customer. Regularly monitor and report on harbour work progress. Identify aims and present quantifiable and clear aims for the unit annually.
•Establish and operate procedures to monitor improvements and progress in the standard of operation that is offered to the harbours’ customers.
•Regularly prepare reports for the Service Manager in accordance with directives and requirements.
•Establish procedures to ensure the Harbour’s compliance with both the Statutary Health and Safety and Port Marine Safety Code's requirements. Prepare, modify and update Risk Assessments.
•Establish procedures to ensure compliance with the statutory requirements of the Oil Spill Response Regulations for the harbours.
•Responding and assisting to incidences of coastal pollution as necessary.
•Disposing of animal carcasses from the coastline as required.
•Ensure that the Harbour Waste Management Plans and other plans and operations are updated regularly.
•Establish procedures to ensure that every harbour’s Aids to Navigation are maintained, and that the aids are in the required location.
•Ensure that a LARS (Trinity House) report is presented and published in accordance with the requirements.
•Ensure that all boats that are in the Council’s possession comply with any statuary requirements or relevant codes. Ensure that every boat is serviced and maintained in accordance with the Unit’s requirements.
•Establish procedures to ensure that every mooring in the Council’s possession is maintained and that all private moorings are inspected in accordance with normal routines and requirements.
•Assist the development of leisure activities in order to promote the use of the County’s natural resources.
•Ensure that corporate policy principles permeate through the service and its plans.
•Provide reports and attend activities and meetings as directed and represent the Department on relevant issues.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

Special Circumstances . e.g. the need to work unsociable hours, special working arrangements etc.
•From time to time it will be necessary for the Senior Harbour Officer to deputise as Harbourmaster at any of the Harbours as and when needed.
•It will be required for the Officer to work most weekends during the period that leads up to the Easter Holidays until the end of September.
•The appointed candidate will work every Bank Holiday, and some evenings during the Easter Holiday period until the end of September.
•It will be required for the Officer to respond to an emergency situation on the coastline of Gwynedd when necessary.
•Work as Duty Officer on specific occasions.
