Purpose of Post.
• Ensure that the children of Gwynedd are kept safe from harm, live in an environment that is as stable as possible, and get the best opportunities in terms of promoting their health and well-being.
• This role is key to promote child protection in individual cases and also in the way the multi-agency and corporate safeguarding systems work in Gwynedd.
• With an ambition to have robust child protection arrangements of the highest standard, the post-holder will act as:
- Child Protection Co-ordinator
- Chair – Child Protection Conferences
- Guardian of the Child Protection Register
- Professional lead on child protection issues and the Wales Safeguarding Procedures (Children) in Gwynedd.

Main Duties
• Act as a professional lead in child protection in Gwynedd:
• ensuring compliance with the Wales Safeguarding Procedures.
• providing professional practice consultancy advice as required.
• providing advice in relation to establishing threshold of likelihood of significant harm and its assessment.
• Chair Child Protection Case Conferences, including initial and review Conferences in Gwynedd in accordance with the statutory requirements and the Wales Safeguarding Procedures.
• Act as the guardian of the Gwynedd Child Protection Register, ensuring compliance with the Wales Safeguarding Procedures.
• Support, if required, the Local Authority Designated Officer (LADO Assistant Head of Service) in relation to Section 5 matters, including chairing Professional Strategy Discussions and Meetings (Section 5 of Procedures involving allegations of abuse against people in a position of trust)
• Ensure that child protection processes and practice are effective, including:
• Optimising the arrangements for Case Conferences including pre-Conference preparations, how Conferences are conducted and monitored.
• Ensuring the accuracy of minutes of Case Conferences and promote punctuality in their distribution.
• Ensuring that the voice of the child is at the centre of discussions.
• Ensuring that children and their families are invited and have every opportunity to participate in conferences.
• Practicing in a way that is as collaborative as possible.
• Ensuring that assessments of risk of significant harm are of a high quality.
• Ensuring the ‘what needs to change’ to keep children safe are clearly considered and understood and form the basis of the Child Protection Plan.
• Lead on performance management in child protection in Gwynedd, monitoring, analysing statistical information, reporting on performance and identifying areas for improvement.
• Ensure that every child on the Child Protection Register has an allocated worker, that the Core Group is formed and working and that the areas that should be addressed in the Child Protection Plan are identified in the Case Conference.
• For Review Conferences, ensure that the Child Protection Plan is reviewed, monitoring progress and ensure that any changes to the plan are clarified in the Conference.
• Promote multi-agency work in child protection, including facilitating the contribution of agencies to Conferences, Core Groups and Child Protection Plans.
• Lead on developing front line practice in the area of child protection in Gwynedd, promoting high standards of practice and the implementation of locally promoted working models such as the Risk Model and Effective Child Protection.
• Develop policies and procedures as required in child protection.
• Produce and present reports as required.
• Ensure that systems integrate with the Gwynedd Child Protection Register where necessary, such as for 'missing children' and 'people who pose a risk to children.'
• Contribute to the ongoing development of practice by taking advisory, consultancy, mentoring and training roles as required, delivering presentations as necessary.
• Contribute to reviews in serious cases, local, regional and regional sub-group work in child protection.
• Work within the guidelines and policies of the department as well as statutory requirements.
• Continuously develop professionally, receiving supervision, attending training, and team and service meetings.
• Maintain registration as a registered Social Worker with Social Care Wales.
• Work as a member of the Safeguarding and Quality Unit, contributing to the development of the unit’s other work functions.
• Supporting the general work of the Safeguarding and Quality Unit, including chairing other meetings (such as the Exploitation Panel) or supporting if necessary Statutory Reviews of Looked After Children, Secure Reviews or PLO meetings).
• Responsible for self-development.
• Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
• Act within the Council’s policies in relation to equal opportunities and equality.
• Responsibility for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
• Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
• Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
• Responsible for reporting any concern or suspicion that a child or vulnerable adult is being abused.

• This post is exempted under the Rehabilitation of Offenders Act 1974. In light of this, a disclosure would be requested from the Criminal Records Bureau for successful candidates.
