Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the centre of everything we do.
•Operate as Registered Care Manager in accordance with the requirements of the Care Standards Act 2000 and the Council requirements. Lead and manage a service which offers care of the highest standard to service users, placing the users at the centre of all aspects of the work. Ensure a culture of respect.
•This post is part of a Department that leads on preventive health issues within the Council, and as a result the Manager is expected to ensure that they fully contribute to this agenda by working with other managers within the Department. This will include contributing to discussions which encourage improvement in health within the population.
Responsibility for functions
•Responsibility for managing the service staff and budget effectively. Responsibility for ensuring that the resources, tools and equipment used are in a good condition and are fit for purpose. Responsibility for the care of residents along with their resources where appropriate (cash, medication, property and personal requirements).
Main duties
•Provide a warm, safe and attractive environment for the tenants.
•Develop and support an innovative support service of a high standard for adults with a learning impairment and/or sensory impairment
•Promote independence and enable service users by implementing an ethos of support through Operational Support, Positive Behaviour Support and Low Intervention Techniques.
•Be responsible and accountable for the day to day management of the service and ensure that all the activities meet with the relevant legislation, policies and guidelines of Gwynedd Council and that the standards expected by the Standards Act 2000 are met.
•Manage the service budget effectively and conform with Gwynedd Council’s Financial Regulations.
•Ensure that all activity within the Service complies with the requirements of the Health and Safety Acts, and co-operate with the relevant officers and other managers within the Department to ensure compliance with the relevant requirements.
•Ensure that any building, furniture, tools and equipment within the service are in good condition and are suitable and jointly, with the relevant officer from the Housing Service (CCG and Cynefin), to ensure that the service Development Programme is reviewed annually. Ensure that any problems are reported to the County Manager.
•Ensure that medication under the service’s jurisdiction is suitably safeguarded and that it adheres to the Medication Code and the requirements of the Care Act.
•To review, annually, the service statement of purpose and all relevant documentation available to the public and which are required under the Care Standards Act 2000. This will be done under the guidance of the Head of Department as the Responsible Person under the Care Act.
•Ensure that the administration of the service is orderly and current. This should include producing risk assessments, staff and service user files including records of staff development plans and supervision sessions. There will also be a need to ensure that managerial information is produced and monitored within the Department’s guidelines.
•Ensure that an effective communications procedure is implemented within the service to enable relevant information to be available to all service staff, whatever their work pattern, and that a formal procedure is in place to share information between each shift or work pattern.
•Develop, monitor and review the services within the service to ensure that the users receive a service that meets their assessed needs.
•Ensure that each user’s Plan is up to date and is reviewed and that all records related to each individual user are up to date. These plans should ensure that the person is at the centre of the process using the Person Centred Planning method.
•Ensure that the County Manager and / or Responsible Person are aware of any issues that may impact the quality of the service provided.
MANAGEMENT AND STAFF DEVELOPMENT
•Lead on recruiting and appointing suitable staff for the service.
•Lead on the staff induction process by supporting departmental arrangements when needed.
•Ensure that staff supervision and development is in accordance with the Council’s policies and guidelines and that every member of staff is appraised annually.
•Ensure that staff have received a formal presentation that includes relevant training and that they are advised and guided to work in a manner that respects every user as an individual and create a homely and welcoming atmosphere within the home.
•Ensure action on matters that do not reach the standard, either reviewing working arrangements, following capability panels or following the disciplining procedure with staff.
•Ensure that the absence management procedure is followed, and that staff are supported, by following Council guidelines. Also ensure that measures are in place to ensure that the absences do not have an unfavourable impact on the service offered, and the funding.
•Responsible for self-development, and attend training. Support learning through the service.
CARE STANDARDS
•Collaborate with the Inspectorate, and respond to any recommendation within a fixed time
•Ensure that the needs of users are met in accordance with the Care Plan, and also ensure that the Plan is reviewed regularly.
•Support and promote receiving feedback from the users independently, and within a group
•Manage service quality, use the specific information to develop an improvement/development plan for the service, at the required frequency of the Service.
•Collaborate with family and friends as part of the care provision process, at the wish of the service user
•Ensure that the service users Health needs are met.
•Develop and ensure that the procedure for managing and distributing medication is in-keeping with the Council's code of practice, collaborate with the pharmacist and the Local Health Board.
•Develop an effective relationship with local GPs, community nurses, etc. in order to ensure that the service users' health needs are met
•Ensure the best possible standard for the service users, families and visitors at all times. Should a risk arise, act upon it promptly and review as required.
•Register with the Care Council in accordance with National guidelines.
GENERAL
•Responsibility for self-development.
•Ensure compliance with workplace Health and Safety regulations in accordance with the responsibilities noted in the Health and Safety at Work etc. Act 1974 and the Council’s Health and Safety Policy.

•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsible for reporting any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•In the event of an emergency, or because of an investigation, there might be a need to work unsociable hours. Additionally, the postholder will be expected to schedule a number of service visits/audits by working weekends or evenings occasionally.
