We are looking for an experienced senior manager to join the Agency Senior Management Team to support the Head of Service and to provide advice and input into the overall strategic direction of the Agency. You will lead a multi-disciplinary team of 57 staff managing the following functions on behalf of the Agency and in accordance with the Welsh Government Managing Agency Agreement (WGMAA): · Capital Project Delivery Team - To manage capital delivery functions of the Agency across North and Mid Wales. To be responsible for overseeing delivery and coordinating all Agency multidisciplinary capital projects from design through to construction phase. · Inspection Teams - Inspection Management of Highway, Structures and Geotechnical assets.

Job Description
Purpose of the Post.
To manage the following functions across North and Mid Wales on behalf of the Agency:
1. To be responsible for overseeing delivery and coordinating all Agency multidisciplinary capital projects from design throughto construction phase including responsibility for the Agency’s construction / services contract procurement and administrative functions for the Agency Supply Chain
2. Asset Inspection Management including:
• Structures Inspection Management;
• Environmental Inspection Management;
• Geotechnical Inspection Management;
• Highway Inspection Management;3. Incident Related Operational Management:
• Undertake the role of Gold or Silver Commander on behalf of the Agency.4. To be a member of the Agency Senior Management Team and to assist in the Strategic Management and
direction of the Agency.Responsibility for functions . e.g. staff, budgets, equipment
• Management of the Agency’s Delivery and Inspection Management Teams including all associated staff and resources.
• Management of external service providers (WG service providers, 7 Partner Authorities and private sector consultants(4 No.) and contractors (18No.);
• Implementation and management of asset inspection management databases and systems.

Main Duties
As member of the Agency Senior management Team undertake strategic management functions with regard to overall management of the Agency.
To be responsible for long term and strategic planning relating to capital delivery programmes and asset inspection management in accordance with WG requirements.Programme Management
Oversee and coordinate the process of identifying, promoting and prioritising the Agency’s annual and 5 year capital works programme.
To Manage the Agency Capital Deliver Project Sponsor team in the overall development and delivery of the programme of capital projects across the Trunk Road network in accordance with Welsh Government (WG) requirements.To enable the delivery of the programmes of projects through the procurement and administration of design, construction and service supply chains.
To report on progress against programme directly to the Agency Head of Service
Procurement Management
• Lead on the establishment of appropriate Supply Chains including all frameworks to deliver the Agency’s Capital Works Procurement Strategy in accordance with Cyngor Gwynedd Financial Regulations and WG procurement requirements
• Management of the Agency Capital Projects (£25M pa) approximately 450 individual projects per annum ranging from £2K to £10m.
• Negotiate and agree fee structure and value for all in house consultancy service delivery with consultancy senior managers.
• Ensure all NMWTRA procurement complies with Welsh Government policy.
Project Management Systems
To clearly identify and define Agency project management system requirements
To design, develop and implement a Microsoft SharePoint and K2 Black Pearl project management and data base systems and associated database including application on an all Wales Basis on behalf of WG.
Management of system training and staff development issues for the Agency and 7 Partner Authority service providers and the private sector supply chains.
To continuously improve systems and staff competencies to achieve best practice objectives and meet the requirements of the WGMA.
Project Management
To undertake an overseeing and coordinating role for all Agency projects with regard to ensuring delivery to cost, time and quality requirements, including:
• Managing the Agency Project Tracker for all Agency projects, with specific emphasis on ensuring satisfactory delivery
• Managing the overall Agency Project Sponsor function and providing direction to all Project Sponsors with regard to the preparation of project briefs, mini-competition tendering procedures, project management programmes/plans, and project delivery.
• Reporting on Project Sponsor performance to the Agency Head of Service.
• Ensuring that the principles of the PRINCE2 project management system are applied to all Agency projects.
• Liaising with Partner Authority and private sector providers with regard to projects including the provision of Key Performance Indicators
• Liaising with the Business Unit with regard to project performance management
• Directing Project Sponsors regarding project including commissioning, delivery through to closure including as-built records and updating of inventory.
To act as the Agency’s contract procurement, and project administration specialistTo ensure compliant contract administration of projects on the network to meet WG requirements.
For large value and or more complex projects to lead and act directly as Project Sponsor as agreed with the Agency Senior Management Team. In this capacity, to undertake the following functions:-
• to identify project need, secure project funding and prepare project brief.
• to ensure that all commissions are allocated in accordance with the PA Consultancy Service Protocol.
• to agree the project brief and programme
• to approve consultancy fee and delivery team proposals
• to liaise with relevant WG personnel.
• to be responsible for overall project delivery and budget management.
• to agree and approve compensation events
• to review and agree monthly submissions for payment
• to receive, review, amend and approve project KPI’s.
• to initiate non-performance processes.
• to report on expenditure to date and future expenditure profile to the Agency Business Unit.
• to arrange and chair project progress meetings.
• to review and endorse project related submissions prior to issue to WG.
• to ensure appropriate closure of projects in accordance with defined procedures.
To act as CDM Client on projects as agreed. To advise and assist Project Sponsors on the role of CDM Client.
To manage all relevant capital project budgets associated with the above.
Contract Procurement and Administration
To act in a senior capacity overseeing the overall Agency Contract Administration function including;
• Acting as Project Manager under the contract for all major capital projects.
• To act as an Agency contract administration and contract procurement specialist.
• To ensure compliant contract administration for all NMWTRA capital projects on the network to meet WG requirements.
• To lead on the development and implementation of contract procurement policy and procedures including the development and implementation of the SharePoint contract management system and associated database.
• to advise on contract and risk strategy for all NMWTRA construction
contracts• to undertake tender analysis, evaluation and contract award
• to assess and approve contractor tender and contract programmes
• to advise on contractor / sub-contractor competence issues
• to negotiate, agree and approve compensation events

• to arrange and chair contract progress and other meetings.
• to ensure appropriate closure of contracts in accordance with defined
procedures;• to manage site based contract supervision teams undertaking
contract administration duties• To manage contractual disputes (e.g. mediation, arbitration and negotiation processes) on behalf of the Agency.

Performance Management of Agency Supply Chains
To assist the Business & Statutory Operations Manager and relevant staff to develop systems and procedures for the Agency Business Management System.
To ensure that systems and processes are audited to monitor and manage the performance of the supply chain in delivering the projects.
To identify areas of non-performance and address by ensuring corrective actions are undertaken and issues escalated as appropriate.
Manage and resolve contractual disputes including negotiation, adjudication and Arbitration processes.
To implement methods of reviewing performance and working in partnership to deliver continuous improvement.
Asset Inspection Management
To be responsible for all Agency Asset Inspection Management procedures and systems with particular reference to the following areas of responsibility:
1. To be responsible for all aspects of asset inspection management, including:
• Highway Inspection Management, including the inspection & inventory functions of the Highway Inspection Team,
• Structures Inspection Management;
• Environmental Inspection Management;
• Geotechnical Inspection Management;
2. Through the asset inspection management team to be responsible for reactive, routine / planned inspection & inventory programmes, bid preparation and management of associated budgets. Management and review of all related policies and procedures.
3. Through the asset inspection management team effectively monitor and manage the environmental functions of the Welsh Government DBFO contract with UK Highways.
4. To be responsible for all aspects of Asset Inspection Management, including identification of asset infrastructure issues (e.g. asbestos) and improvement requirements including progression to accreditation with relevant standards and collaboration with Partner Authorities.
5. To provide support to the Network Manager during routine and major incidents in conjunction with Emergency Services. Assist with the recovery of the network following incidents.
6. To manage asset infrastructure risk on behalf of the Agency. Represent the Agency on Local and National asset forums. To develop and implement the Agency’s asset inspection strategy and procedures.Inventory Management
To take the lead on the management of all inventory data and records including as-built documentation and land terrier. To be responsible for leading the implementation and management of the Welsh Government asset inspection and inventory databases.
Operations Management
1. Represent the Agency during major incidents at Gold (Strategic) Command and Silver (Tactical) Command in conjunction with all Emergency Services Senior Officers, Local Authority Chief Executives and Strategic Directors, and Senior Staff of other Stakeholders.
2. Lead on network Intelligent Transport Systems strategy, engineering, operational implementation and integration in liaison with WG and the Welsh Transport Technology Consultant / All Wales Maintenance Contractor.
3. Undertake the independent role and statutory duties of the Highways Inspection Entity under Regulation 13 of the Road Tunnel Safety Regulations 2007 (subject to appointment by WG).
4. Assist the Network Manager on the Agency Contingency Planning Strategy with WG.
5. As part of the Agency Senior Management Team, to assist in the development and implementation of the Agency Network Operations Plan, Route Management Plans and WG Strategy documents in accordance with WG requirements.Other Technical and Managerial Duties
To liaise with the Business and Statutory Operations Manager in developing and updating the Agency’s overall procurement strategy.To ensure that the principles of Rethinking Construction are promoted by the Agency in its procurement procedures.
To develop and review processes as part of continual improvement to ensure that budget allocations are utilised efficiently and effectively and that works are delivered to time cost and quality, without undue public or media reaction.
To assist in the management, the collation, preparation and submission of scheme bids through the Agents bid process.

To identify and coordinate all technical standards required to be met by service providers relating to inspection & inventory services.
To lead on the development of innovative and effective working practices relating to asset management in conjunction with service providers.
To identify and ensure response to relevant legislative or technical changes.
To monitor service provider performance across all disciplines and ensure performance targets are being met consistently and implement any corrective action or improvement measures as necessary.

To manage and motivate the Agency’s Delivery and Asset Inspection Management staff, including the management of individual and team performance, identifying and facilitating training, safety and development opportunities for team members to meet performance targets, and dealing with issues surrounding individual performance, e.g. discipline, grievance, attendance, or other employment matters.
To communicate effectively and diplomatically with elected members, the public, members and officers of the WG and other external organisations and bodies including emergency services.
To supervise and provide guidance on work undertaken by subordinate staff.
Manage the necessary partnerships and relationships to enable the effective management of trunk road assets in accordance with WG requirements. To support the Agency Manager at Agency Board meetings with senior WG representatives.
As a senior officer of the Agency, to be a member of the Agency Management Team (AMT), to attend, contribute and report to AMT meetings on all capital delivery and asset inspection management matters, and to participate in working groups as required;
