Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Manage the effective development and operation of the Department's Integrated Asset Management Systems.
•Provide functional and technical assistance to the Department’s officers.
•Develop operational systems that will lead to more effective and efficient working practices.
•Develop and revise the Department's Highway Asset Management Plan.

Responsibility for functions
•Budget: Responsibility for specific project budgets.
•Equipment: Responsibility for equipment necessary to carry out the day-to-day duties of the role as well as for the Department's specialist equipment, software and IT hardware.
Main duties
•Manage the effective development and implementation of the Department's Integrated Asset Management Systems (currently WDM and Mayrise).
•Responsibility for assessing system issues and prioritising any follow-up actions including consulting with system developers as necessary.
•Offer advice and guidance to engineers and officers in relation to technical difficulties.
•Deliver and manage projects in line with Departmental priorities and requirements.
•Evaluate various management systems and software packages to ensure that Departmental requirements are met.
•Develop guidelines for asset management systems and train and mentor users as required.
•Responsibility for co-ordinating the use of systems within the Department through the management of software maintenance contracts, software licenses, software upgrades, system co-ordination etc.
•Develop and revise the Department's Highway Asset Management Plan in accordance with relevant codes of practice and regulations.
•Assist in the co-ordination and development of asset inventory data for all of the Council's public highway assets, road condition data, life cycle planning, identification and prioritisation of operational plans, as well as assisting in the development of service levels to meet national standards.
•Support the Department to maintain its current BSI accreditations as well as assist in the pursuit of other accreditations relevant to the Department's activities.
•Work closely with engineers and officers to develop and manage projects in order to rationalise the Department's processes and Operations.
•Contribute to the development of departmental and cross-departmental policies and procedures and represent the Department on working groups as required.
•Advise and support managers on issues relating to working arrangements and system development.
•Produce appropriate performance monitoring information to meet the needs of the Department, Elected Members and residents.
•Ensure that the Department complies with statutory requirements in relation to data collection, disclosure of information etc.
•Work in a way that develops good working relationships and collaborative arrangements with internal and external stakeholders.
•Represent the Council on national, regional and sub-regional groups relevant to the requirements of the post.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
