This exciting job gives you the opportunity to work two days from the office and three days a week from home.
We are looking for an experienced manager to support the NMWTRA Network Manager and to undertake the operational management and maintenance of the trunk road single and dual carriageway network in the Mid Wales region covering Powys and Ceredigion.
Delivering to the requirements of the Welsh Government Trunk Road Maintenance Manual and maintaining a safe and efficient Network on behalf of the Welsh Government.
The role is required to manage delivery through Local Authority Service Providers as well as Consultants and Contractors.
You will lead on managing the Emergency Responses, Routine Maintenance and Capital Maintenance within the Mid Wales Region, managing a Route Management Team of 9 staff plus an Apprentice scheme.
The role includes managing and participating in an out of hours service.

Job Description
Purpose of the Post.
1. To undertake the operational management and maintenance of the trunk road single carriageway network in the Mid Wales region.
2. To support the Network Manager in the direct management of the Network Management Unit, to ensure a safe and consistent network in respect of maintenance and operations across the Agency Area, which includes regional operations.
3. To undertake the role of Agency Silver (Tactical) Manager in respect of incident and emergency management.
4. To undertake the role of Agency Gold (Strategic) manager if required
5. To directly manage Route Managers
6. To Deputise for the Network Manager.
7. Act as a Project Sponsor and CDM Regulations Client.
8. To undertake the role of Premises Manager for the Agency’s Llandrindod, Newtown and Aberaeron offices.
9. To provide support and advice to Welsh Government and other units in NMWTRAResponsibility for functions . e.g. staff, budgets, equipment
• Responsible for overseeing the management of Capital and Revenue allocations and their implementation on the Mid Wales regional single and Dual carriageway network.

Policy & Standards Management
To direct and control the management of the budget for the Regional trunk road network to ensure an effective, efficient, and consistent service delivery in accordance with the requirements of the Welsh Assembly Government Managing Agency Agreement (WAGMAA) and WGTRMM.
To identify and propose variations to WGTRMM where appropriate.
Ensure compliance with the Agency and WG financial regulations and procedures.
To prepare implement and manage processes and procedures to enable the provision of reports to the Agency and WG on financial and performance aspects of the service.
To assist the Network Manager with his general responsibilities for directing and managing the trunk road network.
To deputise for the Network Manager when required.
To manage works specification requirements of the Service Delivery Agreement between NMWTRA and Partner Authorities.
To oversee the management of the Route Management Manual and associated documentation.
To prepare and implement and manage policies and procedures for the delivery of Trunk Road operations in Mid Wales, and to represent the Agency when required.
To implement WG strategies for the Trunk Road network in conjunction with WG and other officers of the Agency
Network Operation Management
To manage the regional operations staff in the delivery of reactive maintenance and the programme of Routine and Cyclic maintenance via the Agency’s service providers to ensure that the network is maintained in accordance with WG standards.
To manage the delivery and performance of NMWTRA Service Providers in order to ensure safe, effective, efficient, and consistent operation of the dual or single carriageway trunk road network in accordance with the requirements WGTRMM.
To liaise with WG in assessing maintenance requirements based on information from technical surveys and other investigations, to consider and evaluate works options, and to develop annual prioritised works programmes.
To liaise with the Resilience Manager in the development and implementation of plans and procedures for responding to emergencies on the trunk road network and to ensure appropriate co-operation with the emergency services, the local authorities and other Government agencies and services.
To undertake the role of Agency Silver (Tactical) Manager in respect of incident and emergency management. To coordinate and deploy Agency wide resources in response to critical and major incidents and to liaise with the NMWTRA Operations Team, Emergency Services and to engage in NMWTRA internal and Multi Agency debrief processes.
To undertake the role of NMWTRA Gold (Strategic) Manager if required.
Undertake liaison with stakeholders in respect of roadspace management and overseeing the implementation of the New Roads & Street Works Act 1991 Codes of Practice.
To oversee the provision of communication information for the public and other stakeholders including liaison with the Traffic Wales Service.
To liaise with WG and the NMWTRA Business Unit by investigating and responding to public enquiries, complaints and Freedom of Information requests.
To liaise with WG and other stakeholders regarding compliance with the enforcement and licencing provisions of the Highways Act 1980.
To liaise and cooperate with the NMWTRA Traffic Engineer, or others, in investigating traffic related matters, attending road safety audits and developing schemes and proposals.
To liaise and cooperate with NMWTRA Environmental, Structures and Technology teams in the development and implementation of WGTRMM requirements.
To contribute in the development and implementation of trunk road improvement schemes including National Transport Plan projects).
To liaise with NMWTRA Inspection & Delivery Unit officers and others responsible for the management of improvement projects, technology systems, structures, street lighting, geotechnical and other assets on the trunk road network.
To liaise with Local Authority Network Managers, Highways England, Network Rail and Utilities during both routine operational activities and emergency incident response and management.
‘Project Manager’ role under the NEC4 Contract Form
To undertake the formal role of ‘Project Manager’ under the NEC4 Contract Form. To act in a senior capacity in dealing with significant contractual issues including dispute resolution, contested compensation events and the arbitration process.
Project Sponsor Role
To manage the procurement of trunk road works and consultancy services using transparent and efficient procedures.
To develop ongoing prioritised work programmes for the regional network in accordance with WG requirements.
Development Control, Third Party Claims and Land Matters
To liaise with the NMWTRA lead officer(s) in respect of Development Control, Third Party Claims and Land Matters and be responsible for providing operational information and technical advice.
To provide WG with operational advice and technical support to enable WG to discharge its statutory role with regard to planning and development control matters under the Town and Country Planning Act.
To liaise with developers, landowners, utilities and Network Rail in respect of development and operational issues on or adjacent to the dual and single carriageway network.
To provide information and advice relating to third party and rechargeable claims.
Risk Management Role
To assist Designers, Principal Designers, Contractors and Principal Contractors in the discharge of their duties under CDM Regulations.
To contribute to risk management on the trunk road network by the identification of risks. To ensure that appropriate risk reduction measures are implemented e.g. dealing with Category 1, 2 defects and obstructions.
To advise the Network Manager on appropriate risk reduction measures including identifying future works and network improvements.
Premises Manager
To fulfil the role and manage the responsibilities of the Premises Manager for the Agency’s Mid Wales offices in Llandrindod, Newtown and Aberaeron.
Performance Management
To assist the Business and Quality Manager and relevant staff to develop systems and procedures for the Agency Business Management System.
To ensure that systems and processes are in place to audit, monitor and manage the performance of the supply chain for all areas of service delivery.
To implement methods of reviewing performance and working in partnership to deliver continuous improvement.
Identify and address areas of public and private sector service provider non-performance.
Staff Management
Day to day management of network operations staff including:

To manage the administration of operational Health and Safety procedures including NMWTRA Health & Safety procedures, the Construction (Design and Management) Regulations and Management of Health and Safety at Work Regulations for the delivery of maintenance projects and works on the trunk road network.
Responsible for Health & Safety operational procedures relating to the Route Managers.
It is the responsibility of every employee within the Agency to comply with the Health & Safety, environmental and quality policies as defined within the Agency Integrated Business Management System.
Ensure that Health & Safety at Work and environmental legislation and policies are strictly adhered to.
Act as Client under the CDM Regulations.
Undertake personal Health and Safety responsibility at all times.
General
To liaise as appropriate with Agency officers, WG Officers, Partner Authorities and other relevant bodies.
Ensure compliance with Agency and WG financial regulations and procedures.To contribute to the development of the NMWTRA SharePoint system and the Agency Integrated Business Management System.
To foster a culture of innovation and continuous improvement. In this context, to monitor technological and other developments in the industry, including new methods, with the aim of adopting best practice wherever appropriate.
To assist and support the Agency Senior Management Team. Provide support to the other Senior Managers in the fulfilment of their duties on behalf of the Agency and WG.
To represent the interests of the Agency generally in the press and the media, and at meetings with, for example, Community Councils and other interest groups.

• Requirement that the post holder will Act as Silver (Tactical) Manager or temporary Gold (Strategic) Manager for the Agency during an emergency. Incident Management and emergency situations may occur outside normal working hours.• Requirement that the post holder will participate in regular 24hr On-Call / Standby rota arrangements.
• Requirement to work hours which are outside normal working hours (bandwidth 07:00hrs to 18:00hrs in accordance with the flexi hours scheme) to assist the Network Manager in dealing with operational planned activities if required.
• Requirement that the post holder will undertake training as and when required.
• Attend meetings in other parts of the UK (e.g. Bangor, Dolgellau, Cardiff).
