Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Operate the Aber swing bridge.
Responsibility for functions
•Responsibility for the safe operation of the Aber swing bridge.
•Carry out routine checks of the bridge and surrounding area.
Main duties
Responsibilities to include:
•Operating the machinery and associated equipment of the Aber swing bridge.
•Knowledge and understanding of general harbour activities.
•Good understanding and appreciation of weather and tides.
Tasks
•Undertake the bridge operations in a safe manner and in accordance with all risk assessments and safe operating procedures.
•Opening and closing of the Aber swing bridge / cottage and responsibility for reporting any issues on site.
•Responsibility to ensure a shift handover is conducted and any important information is passed on to the next operator.
•Contribute in diagnosing any mechanical or electrical faults.
•Ensure the bridge and surrounding grounds are free from litter by litter picking as and when required.
•Ensure the bridge cottage drains and surrounding grounds are free from leaves and other debris.
•Undertake painting and general upkeep maintenance of the bridge cottage as and when required.
•Effective time management to ensure the bridge is open / closed strictly at 0700 / 2300 daily, except for Christmas Day.
Machinery
•To comply with the Authority’s Policies, undertake pre-use checks to ensure correct and safe operation.
•Ensure correct procedures are followed in relation to carrying out daily checks, maintenance work and use of machinery/equipment, and to report defects and problems immediately.
•Attend training and have a good level of understanding about bridge operations.
•Responsible for ensuring adequate hydraulic oil levels are maintained.
•Ensure adequate stock of hydraulic oil, oil spill kit, general cleaning and hygiene materials by updating line manager of stock levels.
Health and Safety
•Responsibility to protect the safety of self, co-workers and members of the public.
•To work in accordance with safe working operational procedures, risk assessments and Council policies in accordance with the employee's responsibilities as set out in the 1974 Health and Safety Act.
•To wear personal protective equipment including high visibility jackets / vests, safety footwear protective clothing.
•Participate in Health and Safety audits and demonstrate an understanding of the risks and general operation of the bridge.
•To report and assist in the completion of HS11 accident / violent incident / near miss / environmental incidents.
•Contribute to risk assessments and working procedures and demonstrate risk awareness and compliance.
•Promote a safe working culture.
Administration
•General administration relevant to the service.
•Completion of time sheets and holiday request forms.
•Documented daily operational bridge checks.
Customer Care
•Ensuring that the highest level of customer care is maintained – engage confidently and enthusiastically with the public and businesses, be able to discuss various bridge operational elements.
•Undertake all discussions with members of the public, other departments and external customers in a non-confrontational manner.
•Crowd control and dealing with confrontational situations especially during breakdown incidents.
Corporate
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.

Special circumstances
•The bridge shift schedule will be on a ‘4 on, 4 off’ shift pattern. Employees will work for four consecutive day shifts (0645-1500), followed by four days off, followed by four late shifts (1500-2315), followed by four days off. This cycle will repeat on a ‘4 on, 4 off’ basis.
•The bridge is open 364 days (closed Christmas Day) a year from 0700 until 2300
•From time to time the post holder will be required to work overtime.
