Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the centre of everything we do.
•Lead and manage services in the south of the county in line with Byw’n Iach’s corporate mission.
The purpose of Byw’n Iach is “to offer sustainable leisure and fitness activities of the highest quality to our communities, in order to improve the health, well-being, fitness and skills of all.”
Our vision for the company is “Every resident a customer – every family improving their health and well-being – every community benefiting”.
Responsibility for functions
•Responsibility for the safe and appropriate use of all buildings, vehicles, equipment, money etc. within the specific area, with particular aspects delegated to the Deputy Area Manager and Duty Managers.
•Responsibility for managing 50-80 staff.
Main duties
Leadership and Management
•Be an example to others by being proactive, honest and consistent and by taking responsibility for your own actions. Ensure compliance with professional standards.
•Plan and monitor to ensure a high quality service and continuous improvement. Provide value for money by prioritising, managing and monitoring the effective use of resources and recognising that knowledge, ability and skills are also resources.
•Make things happen by making meaningful decisions and by responding effectively to priorities as they change.
•Support the process of identifying and implementing change in collaboration with the Managing Director.
•Through appropriate delegation to the Deputy Area Manager, maintain an overview of operational matters within a specific area, ensuring that the service is provided effectively and in accordance with the company's expectations.
•Motivate, encourage and empower your staff by delegating work effectively and by creating a culture of respect, joint working and appropriate risk-taking. Give direction and feedback to your staff by transferring the vision effectively whilst focusing on service provision.
•Communicate effectively with all the staff within the specific area.
•Share and listen to information,views and ideas, without prejudice, by using appropriate communication methods. Increase motivation by using inclusive communication that takes other people’s feelings into account.
•Motivate staff, including identifying and recognising best practice.
•Lead on one area of corporate responsibility within the company’s Management Team e.g. Health and Safety, Property, Safeguarding, Human Resources or Data Matters. Area Managers will be expected to work across boundaries to ensure effective and efficient services.
Finance and Performance
•Ensure that expenditure on services within the area is within budget.
•Support the best value agenda by proposing ideas on how services could be provided more efficiently.
•Ensure that appropriate performance and financial reports are available and that financial matters receive due attention at staff meetings.
•Ensure that appropriate solutions and decisions are made in order to keep within budgets and meet targets.
•Empower front-line/site staff to take ownership and accountability for their performance.
•Contribute effectively to Internal Monitoring and Audit processes and implement any relevant improvements.
•Manage grant funding efficiently and fulfil all monitoring and reporting requirements.
Human Resources
•Ensure that Centres within the specific area have appropriate staff to provide the necessary services.
•Ensure that the area staff have the appropriate skills to provide services of the highest quality.
•Ensure that matters relating to Human Resources within the area (e.g. appraisals, supervision, appointments and recruitment) are fit for purpose and in accordance with Company policies.
•Identify strengths and areas of development for your staff through regular supervision and the Company’s appraisal process. Focus on improving performance through effective management and development and by measuring, monitoring and appraising performance. Implement and develop business plans to reflect this.
•Ensure that disciplinary and capabilities issues are implemented in accordance with company policies.
•Ensure that the area responds to absence issues in an effective manner.
Health and Safety and Property Issues
•Ensure that Health and Safety Issues receive due attention within the area, ensuring compliance with Company policies and procedures and wider regulatory and legal responsibilities.
•Support the relevant Manager with service continuity and emergency planning issues.
•Ensure that property and buildings matters are subject to robust and effective management including regular checks and the timely reporting of maintenance matters.
•Along with the Deputy Area Manager and Duty Managers, implement effective site management arrangements across the area.
•Develop business cases and funding applications for development projects at the area sites.
Customer Care and Quality Assurance
•Ensure appropriate responses to individual complaints and commendations and share any relevant learning within the company.
•Ensure that services are customer-centric.
•Ensure compliance with company policy in this area.
Performance Management and Quality Assurance
•Ensure that the area focuses appropriately on results and works towards the outcomes and targets that have been set in the business plan.
•Offer input and responsibility for the business planning process by ensuring that area matters are highlighted within the planning process.
•Support the development of local Improvement Plans for each facility, ensuring that they adhere to “SMART” principles in order to meet the Business Plan’s broader objectives.
•If required, ensure that any under-performance issues receive appropriate attention.
•Contribute to the submission of applications and assessment processes for relevant Quality Assurance schemes.
Data/Information Technology
•Ensure that the use of data and information technology within teams is in accordance with the company’s requirements and policies.
Communication and Marketing
•Lead on local level engagement arrangements for the facilities, and encourage local residents to share their views
•Work with Company Marketing staff to ensure that local services and facilities are promoted effectively.
•Ensure that appropriate staff communication arrangements are in place within the area so that staff within the area have clarity on what is expected of them.
•Represent the company on an area level, ensuring appropriate political, community, stakeholder and partner relationships.
•Communicate effectively with other officers and managers within the Company and contribute to the work of the Management Teams, Company Panels and Board, as and when required.
OTHER:
•Responsible for self-development.
•Ensure compliance with workplace Health and Safety regulations in accordance with the responsibilities noted in the Health and Safety at Work etc. Act 1974 and the Company’s Health and Safety Policy.

Special circumstances
•At times, it will be inevitable that the post holder will be required to attend meetings and events outside normal working hours.
•The post holder will be expected to respond to out of hours requests to open Rest Centres in cases of local incidents.
