Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the centre of everything we do.
•Assist in providing a professional personnel service to Gwynedd schools, and ensure that the administrative processes of the Service in terms of school staff salaries, absences and contracts are implemented correctly and on time.
•Quality Assurance.

Main duties
•Responsible for self-development.
•Ensure compliance with Health and Safety regulations in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s equal opportunities and equality policies.
•Be responsible for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•A commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s carbon footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsible for reporting any concern or suspicion that a child or vulnerable adult is being abused.
•You will be a part of a team that deals with enquiries from Heads, Managers, Staff, the Public and External Organisations.
•Responsible for processing and recording various timesheets/forms that are on different salary terms on various spreadsheets.
•Responsible for inputting the correct details into the CYBORG system.
•Assess and calculate the salaries of teachers and schools' ancillary staff following receipt of an appointment pack.
•Advise schools and process information following the annual salary review.
•Produce forms for employment commencement, changing employment terms and employment termination, ensuring their accuracy in terms of:
a) Salary percentage in accordance with the weeks worked per year.
b) Salary point within the scale in accordance with previous experience.
c) Weekly working hours.
d) Expenditure code - ..............
e) Number and Location of the post.
•An individual's personal details, e.g. date of birth, national insurance number, name and address.
•before forwarding them to the schools' personnel desk.
•Respond to enquiries regarding the maternity rights (statutory and occupational) of teachers and schools' ancillary staff.
•Process maternity applications by working out if they are eligible to receive any maternity payments and then reporting on this to the salaries department and write to the individual.
•Administrate school staff absence arrangements and keep the sickness database up to date by:
•Receiving the information from schools and the ALN&I department such as TR45, SA1, Medical Letters, Phased Return to Work Pattern.
•Ensuring that the information is complete and correct and complies with Teachers and Ancillary Staff's absence guidelines, referring complex/sensitive enquiries to the attention of the Team Leader/Personnel Officer.
•Contacting schools in relation to any unclear information.
•Inputting all absences into the CYBORG system, noting any changes to salaries, e.g. Sickness. Maternity and Paternity.
•Calculating and reporting to the salaries department through the CYBORG system when schools' staff members go down to Half Pay or No Pay in accordance with the Terms and Conditions of Teachers and Ancillary Staff's Absences.
•Preparing and amending the absence forms to inform the Finance Unit of the repayments under the schools' absences scheme.
•Responding to enquiries regarding salaries.
•Advising school staff, the Education Support Unit and officers about contracts, salaries and personnel matters, referring complex and/or sensitive matters to the attention of the Team Leader/Personnel Officer.
•Promoting the consistent implementation of conditions of employment and best practice (teachers and ancillary staff) across the county's schools.
•Understanding and using computer systems such as CYBORG, Gwynedd Jobs System, iGwynedd, SharePoint and Microsoft packages.
•Sending registration packs to supply workers.
•Ensuring that the Finance Department and Education Support Unit receive accurate information in terms of start date, salary scale and length of the employment contract of any new staff as well as any changes to existing staff's terms and conditions.
•Implementing and administrating arrangements, e.g. Bring Ups, Maternity, Paternity, Adoption, by complying with policies and Cyngor Gwynedd policies.
•Responsible for recording, monitoring and analysing the data for performance reporting.
•Responsible for administrating admin desks, for example: Schools Absences Desk and Education Staff Self-service Desk.
•Managing and maintaining school staff records correctly in accordance with Cyngor Gwynedd policy, ensuring that all workers' records are current, correct and are stored in accordance with Data Protection legislation.
•Implementing processes when staff leave employment.
•Providing advice for staff and heads on elements of the contract and conditions of employment, e.g. maternity, paternity, adoption rights, calculating holiday entitlement.
•Dealing with challenging situations with Headteachers and School Staff professionally by phone or e-mail.
•Responsible for ensuring that assistants are registered with the EWC as it is a legal requirement before starting their job.
•Responsibility for administrating the supply teacher database, updating the details by providing a current list to the Education Support Unit and the County's Secondary Schools in the absence of the Schools Contracts and Salaries Unit Senior Officer.
•Ensuring that all schedules are met on time and effectively on a monthly basis. This is important as it could result in someone not being paid or receiving the incorrect pay.
