Job Description
Purpose of Post.
• Ensure that the people of Gwynedd are at the centre of everything we do.
• Lead on Managing Assets and manage the Estates Section effectively so that the Council ensures the best value from its property asset portfolio and protect the interests of the Council and the taxpayer.
• Support and facilitate new capital developments by procuring property and contributing to ensuring that developments' business cases are viable.Responsibility for Resources. . e.g. staff, finance, equipment
• Staff - Staff of the Estates Unit (up to 10) Currently consisting of 3 x Estates Team Leader, 3 x Assistant Estate Surveyors, 1 x Estates Management Professional Trainee.

Responsibility for self-development.Main Duties and Key Tasks
• Contribute to the work of the Departmental Management Team in order to create and develop a one-department culture through collaboration and contributing to the general management of the Housing and Property Department.
• Manage the Estates Unit effectively, within the budget and in a way that responds to the requirements of customers and the councillors in accordance with the principles of Ffordd Gwynedd.
• Act as line manager for officers within the Unit by providing guidance, support and supervision as and when necessary.

• Ensure compliance with the Local Government Act 1972 and other relevant estate management legislation and seek to ensure the best value at all times.
• Provide professional expert advice on matters involving property and asset management to Councillors and Officers.
• Lead on the property review process.
• Develop policies and work procedure standards involving estate management.
• Prepare and submit reports to the Council’s committees and working groups and represent the Housing and Property Department on working groups.
• Contact developers and Council partners to identify opportunities for collaboration.
• Instruct the Legal Unit to undertake procedures to repossess against tenants, licensees or trespassers.
• Manage the Council’s smallholdings and business asset portfolio.
• Manage the Council’s property portfolio and ensure effective use of all the property including managing leases and rent reviews for those properties leased to others by all the Council’s services.
• Undertake general valuation duties and manage the Council’s valuation service including valuation of assets in accordance with a statutory timetable.
• Develop and maintain GIS and relevant Information Management Systems specifically the estates assets register.
• Manage the process of submitting non-domestic rates applications on behalf of the Council.
• Provide a professional service in relation to purchasing, selling and managing property for public sector clients outside the Council as and when necessary.
• Represent the Council on regional and national groups involving estate and asset management matters.
• Reach financial targets by monitoring and managing all of the services' budgets.
• Seek opportunities to increase income and create savings and cuts.
• Ensure appropriate health and safety arrangements for the Unit's activities.
• Professional responsibility for monitoring the development and performance of the Unit's members of staff and develop and coordinate a training programme in order to expand and strengthen the Service's skills base and professional capability.Delegated Responsibilities
• Right where terms cannot be reached with the landowner to purchase an interest in land within six months of commencement of negotiations to buy such by compulsory purchase order subject to the provisions of the law.
• To Grant Licences, easements and rights of way to, or from the Council.
• In appropriate cases, to authorise compensation under the Compensation Act 1973, the Planning and Compensation Act 1991, the Landlord and Tenant 1954, or any case of dilapidation or tenants' claims.
• Negotiating and paying any claims for compensation presented against the Council for damage or losses caused by work carried out under the Council's statutory powers.
• Giving consent to Council tenants to sublet and sublease.
• Publish statutory notices of intention to carry out rent reviews on tenancies.
• Commence possession proceedings through the Courts against any tenant, licensee or trespasser.
• Approve the terms for the purchase, acquisition, sale or disposal of all the Council's interests in land where a decision has been made to buy, acquire, sell or dispose by The Cabinet, Committee, Leader or Chief Officer exercising delegated powers.
• Approve terms and conditions, allowing renewal of leases.
• Approve the extension of leases in existence.
