Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Operate as Registered Care Manager in accordance with the requirements of the Care Standards Act 2000 and the Council requirements. To lead and manage a service which offers care of the highest standard to service users placing the users at the centre of all aspects of the work. Secure a culture of respect.
•This post is part of the Department which leads on preventative health issues within the Council and in light of this the Manager will be expected to ensure that they fully contribute to this agenda by working with other managers in the Department. This will include contributing to discussions which encourage improvement within the population’s health.
Responsibility for functions
•Responsibility for managing the service staff and budget effectively.
•Responsibility for ensuring that the resources, tools and equipment used are in a good condition and are fit for purpose.
•Responsibility for the care of residents along with their resources where appropriate (cash, medication, property and personal requirements).
Main duties
MANAGEMENT DUTIES
1.Be responsible and accountable for the day-to-day management of the service and ensure that all the activities meet with the relevant legislation, policies and guidelines of Gwynedd Council and that the standards stipulated by the Standards Act 2000 are met.
2.Manage the service budget effectively and conform with Gwynedd Council’s Financial Regulations.
3.Ensure that all activity within the Service complies with the requirements of the Health and Safety Acts and to co-operate with the relevant officers and other managers within the Department to ensure compliance with the relevant requirements.
4.Ensure that any building, furniture, tools and equipment within the service are in good condition and are suitable and with the relevant officer from the Property department, to ensure that the service Development Programme is reviewed annually. Ensure that any problems are reported to the relevant Area Manager.
5.Ensure that medication in the service’s care is suitably safeguarded and that it adheres to the Medication Code and the requirements of the Care Act.
6.To review, annually, the service statement of purpose and all relevant documentation available to the public and required under the Care Standards Act 2000. This will be done under the guidance of the Head of Department as the Responsible Person under the Care Act.
7.Ensure that the administration of the service is orderly and current. This to include producing risk assessments, staff and service user files including records of staff development plans and supervision sessions. There will also be a need to ensure that managerial information is produced and monitored within the Department’s guidelines.
8.Ensure that an effective communications procedure is implemented within the service to enable relevant information to be available to all service staff, whatever their work pattern and that a formal procedure is in place to share information between each shift or work pattern.
9.Develop, monitor and review the services within the service to ensure that the users receive a service that meets their assessed needs
10.Ensure that each user’s Plan is up-to-date and is reviewed and that all records relating to each individual user are up-to-date. These plans should ensure that the person is at the heart of the process using the Person Centred Planning method.
11.Ensure that the Area Manager and / or Responsible Person are aware of any issues that may impact the quality of the service provided.
12.Site Manager for the service where appropriate (e.g. residential home manager) and ensure compliance with
all related policies in this field.
STAFF MANAGEMENT AND DEVELOPMENT
1.Lead on recruiting and appointing suitable staff for the service.
2.Lead on the staff induction process by supporting departmental arrangements when needed.
3.Ensure that staff supervision and development is in accordance with the Council’s policies and guidelines and that every member of staff is appraised annually.
4.Ensure that staff have received a formal presentation that will include relevant training and that they are advised and guided to work in a manner that respects every user as an individual and creates a homely and welcoming atmosphere within the home.
5.Ensure that the matters falling under the stipulated standards are addressed, be this to review work rrangements or by following the capability or disciplinary procedures with staff.
6.Ensure that staff absences are managed and that staff receive assistance in accordance with the Council’s guidelines, but also that measures are in place to ensure that the absences do not have a detrimental impact on the service or on its financial position.
7.Ensure that personal development is addressed and that courses and seminars are attended and that this learning is cascaded within the service.
CARE STANDARDS
1.Co-operate with CSSIW inspectors and respond and act on their recommendations within the specified time.
2.Ensure that the needs of users are met in accordance with what is in the User’s Plan and that the plan is reviewed regularly.
3.Promote feedback from service users either as individuals or as a group.
4.Manage service quality by using key information and by producing an improvement / development plan for the service at the frequency required by the Department.
5.Ensure that the relatives and friends of the users are part of the service planning process if this is the user’s wish.
6.Ensure that the health needs of the users are assessed but that a provision is available to meet with their health needs.
7.Establish and maintain a procedure for administering and distributing medicine in accordance with the service policy and in collaboration with the local pharmacy and the Local Health Board.
8.Work jointly and nurture a relationship with local doctors, community nurses and other medical staff in order to ensure that relevant health programmes are available to users.
9.Ensure that the highest safety standards are maintained at all times for the users, staff and visitors to the home. That a risk assessment is undertaken when risk is highlighted, and then implemented and reviewed as and when needed.
10.Register with the Care Council in accordance with national guidelines.
GENERAL
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.

Special circumstances
•In an emergency, or due to an investigation, the need to work unsociable hours may be needed. In addition, the post holder will be expected to be programing a number of visits / inspections of the service by sometimes working during the weekend or at night.
