Job Description
Purpose of the Post.
1. Co-ordinate relevant work in all aspects of the work associated with carrying out housing needs assessments of different occupants as part of the projects associated with the Housing Action Plan and the Council's strategic work.
2. Oversee the production of reports and consultation documents relating to the Council's strategic housing plans and assist in the response to official Welsh Government requests (e.g. LHMA).
3. Identify opportunities for benchmarking core indicators and liaise with internal officers to ensure accurate data is used. Propose and produce action plans to address any issues that are highlighted.
4. Establish and maintain systems for capturing housing need data in Gwynedd and reporting the results, contributing to the Department and Council's strategies and action plans.

Main Duties
1. Track and map the necessary patterns relating to the provision of accommodation available and needed throughout the county.2. Plan and deliver research commissions in accordance with specific briefs set together with the Council's strategic goals.
3. Conduct primary and secondary research and write research reports for senior officers, including policy recommendations as needed.
4. Work with Service Units within the Housing and Property Department and beyond to identify housing needs data sources that can be used to feed into Department and Council plans. Gather the information on housing needs for contributing to Departmental plans including the Housing Action Plan, Rapid Rehousing Transition Plan and Housing Support Programme Strategy.
5. Contribute to corporate communications by preparing briefs, analyses, presentations and reports related to the housing situation in Gwynedd.
6. Conduct housing needs assessments in general, but also specifically for:
a. Older people
b. People who are homeless or experiencing homelessness
c. People with special needs/needing specialised accommodation
d. Young people
e. People who need supported accommodation
f. People who may be vulnerable for other reasons7. Establish, develop and maintain systems for collecting data on housing and accommodation needs and co-ordinating all necessary information (including statistical and demographic information) about those people in need of housing and accommodation, including information on the level and density of need, the type of properties needed and in which areas.
8. Develop and nurture professional networks and use relationships effectively to deliver results for diverse audiences including colleagues, partners and stakeholders
9. Act as the Department's point of contact for information that feeds into the Local Housing Market Assessment.
10. Conduct regular reviews of the provision and supply of housing on a tenure-by-tenure basis and identify locations within the county where supply does not meet the need.
11. Develop projects in accordance with Housing and Property Department’s needs or statutory guidance.
12. Contribute to the production of Commissioning Unit plans as required to align with statutory guidance and strategic direction of the Housing and Property Department.
13. Participate and assist in the Unit's training and staff development programs.
14. Responsibility for self-development.
15. Ensure compliance with workplace Health and Safety rules in accordance with the responsibilities set out in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy.
16. Act within the Council's policies in relation to equality of opportunity and equality.
17. Responsibility for managing information in accordance with the Council's information management standards and guidelines. Ensure that personal information is handled in compliance with Data Protection legislation.
18. A commitment to reduce the Council's carbon emissions in line with the Carbon Management Plan and to encourage others to act positively towards reducing the Council's carbon footprint.
19. Undertake any other equivalent and reasonable duty that aligns with the salary level and level of responsibility of the position.
