Purpose of the Post.
• The post holder will assist in the development and management of Agency contracts, under the guidance of the Commercial Manager.
• The Assistant Commercial Manager will support the Agency and Commercial managers to ensure contracts between the commissioning providers and delivery units deliver the expected financial and non-financial benefits, value for money, continuous innovation and improvement.
• The post holder will support the transition process to new contract arrangements so that they can deliver the expected financial and non-financial benefits, and continuous innovation and improvement.
• The Assistant Commercial Manager will provide support for the effective and efficient administration of contract management activities, including providing support in the resolution of contract disputes and matters on Agency contracts and frameworks.
• The post holder will liaise with all stakeholders to ensure communication and governance processes, payment, performance and benefit realisation monitoring, and the initiation of remedial / improvement activity are executed properly, enabling the Commercial Manager to see whether the delivery units and contract providers are on track to deliver the commissioned objectives.
• The post holder will be expected to work across Agency departmental boundaries, and support the development of new contracts and commissions.

The post holder will: -
• Deputise for the Commercial Manager to ensure that the Agency meets the requirements of Welsh Government and other customers.
• Monitor contract performance to ensure value for money is being delivered through the contracts and service level agreements.
• Monitor contract compliance with relevant legislation, statutory duties and Council policies to manage risk appropriately.
• Provide information and analysis to assure service delivery in line with the Agency’s strategic direction.
• Provide information for the Commercial Manager to make informed decisions on future commissioning priorities and opportunities.
• To ensure that outstanding customer service is being delivered on a day-to-day basis for Welsh Government and other customers of the Agency’s services, and that any issues or complaints are dealt with, and resolved, in an effective and timely manner.
• Manage relationships to ensure best outcomes.
• Be responsible for self-assessing against industry good practice and benchmarks and developing and monitoring improvement plans.
• Seek to continuously improve the level of Agency service provided, using performance information where appropriate.
• Develop positive and collaborative relationships with suppliers that enable effective and constructive challenge and support, to ensure the desired outcomes are met.
• Work with a degree of flexibility required to perform work not specifically referred to below although falling within the scope of the post at the appropriate grade.
• Ensure safe and efficient delivery of service by achieving high standards of health and safety.
• Responsibility for information management in accordance with the Agency’s information management standards and guidelines. Ensure that personal information is handled in compliance with Data Protection legislation.
• Commitment to reducing the Council’s carbon emissions in accordance with Carbon Management Plan and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
• Operate within the Council’s policies in relation to equal opportunities and equality.
• Responsibility to report any worry or suspicion that a child or vulnerable adult is being abused.
Main Duties
The post holder will: -
• Provide support for the Commercial and Agency Managers in all aspects of day-to-day commercial and contract management.
• Provide assistance to the Commercial Manager to develop and maintain the administrative arrangements for effective and efficient contract management, particularly NEC suite of contracts, including stakeholder communication, governance, performance monitoring arrangements, payments and file / records management.
• Conduct contractual monitoring, identifying and initiating remedies for contract and quality issues to support the provision of assurance of service delivery in line with strategy and contract, and report to the Commercial Manager on compliance and delivery performance.
• Ensure the compliant application of all Council policies, procurement procedures and contract mechanisms by the commercial team, delivery units and contract providers.
• Develop effective relationships with the delivery units and contract providers.
• Provide support to the delivery unit to ensure payments are accurate and reflect agreed performance / payment mechanisms.
• Work collaboratively with colleagues to ensure a consistent commercial approach.
• Undertake research into best practice contract management and the outcomes achieved by others to support benchmarking, and apply lessons learned to improve the Agency’s arrangements.
• Ensure that the needs of Welsh Government and other customers drive contract management activity, and that customer feedback is used as part of the contract management processes.
• Identify problems early and intervene appropriately to understand causes and collaboratively develop solutions, initiating remedial / improvement activity as required.
• Assist the Agency managers to intervene, analyse, manage and resolve business conflicts with delivery units and contract providers.
Special Circumstances e.g. the need to work unsociable hours, special working arrangements etc.
• Ability to work under pressure. Ability to motivate staff to ensure success of NMWTRA.
• The requirements to work outside office hours at Public Inquiries, Consultations, Exhibitions and meetings and when called out to emergency situations.
