Job Description
Purpose of the post
•Assist Council Departments with property developments.
•Assess options, produce a brief and appoint technical teams to run building projects.
•Produce programmes and manage the finances for the client.
•Ensure that the people of Gwynedd are at the heart of everything we do.
Responsibility for functions

Main duties
•The development officer is the first point of contact with the Client on any project.
•Acting on behalf of the Service Departments as client on projects, such as:
•New buildings, extensions, and or refurbishments
•Sustainable Energy and Energy Saving projects
•Civil Engineering projects of a simple nature
•Environmental projects for Economic Development
•Undertake the duties of a Repairs and Maintenance Officer (Role 2) for works on new buildings or recent major refurbishments.
•Meet with the client and their representatives to formulate an initial brief for capital building works (extension to a School etc.) as the first step of a building project.
•Formulate a comprehensive brief for the building project based upon the Client’s needs, Council and Welsh Government Policy.
•Ensure that building projects conform to all technical and Health and Safety legislation, including matters appertaining to planning and building regulations.
•Undertake a wide consultation with building occupants at all levels to formulate a comprehensive brief.
•Act as a project manager on capital projects.
•Act as Senior Supplier on major capital projects, chairing Senior Supplier group meetings.
•Organise, attend, and chair user panels during consultations.
•Ensure that Asset Data information is complete at the completion of building works.
•Appoint consultants and technical team members on the basis of best value to the Council.
•Use contractor and consultant frameworks.
•Use a PQQ process on substantial value projects.
•Point of contact between client and consultants from the start of the project.
•Develop a programme and timetable for each step within the project from brief to completion to assist the client.
•Communicate effectively with the client thought the project. Report to the Project Board on a regular basis and update all users in a manner they understand.
•Provide briefs and documents to procure competitive prices from external consultants, Architects, Engineers, Quantity Surveyors etc.
•Develop grant applications and bids for capital projects, to include consultation and production of a comprehensive brief to obtain competitive prices from internal and external consultants to design the works.
•Contribute to the process of applying for grant aid to realise building and property based projects
•Advise upon and resolve access problems for users with difficulties, ensuring compliance with the needs of the Equalities Act 2010 in respect of access to buildings.
•Profiling of capital expenditure on a quarterly basis during the financial year and managing the expenditure within these profiles.
•Undertake the Client’s duties within the scope of the CDM Regulations 2015 on all projects.
•Ensure that developments conform to the requirements of BREEAM when applicable, and to conform to financing requirements.
•Co-operate and consult with the Corporate and Departmental Health and Safety Officer in order to identify situations of potential risk, and act accordingly.
•Work within, and ensure that building managers/heads work conform to, the requirements of the HSE and Council policies.
•Work within the parameters of the financial year.
•Monitor expenditure of capital grants and take responsibility for coordinating the reporting the progress of the projects.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies and procedures in relation to equal opportunities and equality.
•Responsibility for information management in accordance with the Council’s information management standards and guidelines. Ensure that personal information is handled in compliance with Data Protection legislation
