Tunnel Safety & Resilience Manager

This post will be based at either one of the below locations:
Parc Menai, Bangor / Conwy / Helygain
This exciting job gives you the opportunity to work two days from the office and three days a week from home.
Purpose of the post is to undertake the designated independent Safety Officer duties in accordance with the Regulations for the relevant A55 Tunnels. The Tunnel Safety & Resilience Manager will also lead on and provide specialist advice to the Trunk Road Agency for resilience management issues relating to the trunk road network to ensure the delivery of a robust and proportionate response to emergencies, and in accordance with the Welsh Government’s requirements to ensure the safety of users of the network.

Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•To undertake the designated independent Safety Officer duties in accordance with Regulations 10, 11 and Annex II of the Road Tunnel Safety Regulations 2007 (as amended 2009) for the relevant A55 Tunnels. (Note this is subject to prior approval by Admin Authority – Regulation 10.1).
•Regulation 10.2 states that ‘The Safety Officer shall be independent in respect of road tunnel safety issues and shall not be under instruction from his employer in respect of those issues.’
•To lead on and provide specialist advice to the Trunk Road Agency for resilience management issues relating to the trunk road network to ensure the delivery of a robust and proportionate response to emergencies (e.g. adverse weather and incidents) and in accordance with the Welsh Government’s requirements to ensure the safety of users of the network.
•To be responsible to the Business & Statutory Operations Manager for resources and activities associated with the management and development of contingency plans and procedures across the trunk road network in North & Mid Wales in accordance with the Welsh Government’s requirements and to meet the standards required by the Civil Contingencies Act 2004.
•To assist the Network Manager & Department’s Representative to improve the resilience of the trunk road network including the A55 Design Build Finance and Operate (DBFO) section from Junction 1 to 11 and including Britannia and Menai Bridges.
•To manage budgets and forward programmes for resilience projects and management systems
Responsibility for functions
•Management of external NWTRA service providers (Partner Authorities and private sector consultants and contractors) in relation to contingency planning and emergency procedures;
•Undertake management of allocated budgets.
Main duties
General
•To establish and manage the implementation of Agency Contingency Plans in accordance with Welsh Government’s requirements.
•To prepare reports as necessary for the Trunk Road Management Unit for reporting to the Welsh Government.
•Liaison with key stakeholders (Others) including inter alia Category 1 & 2 Emergency Services, Welsh Government officers, local authority emergency planning, environmental and highway officers, public & private sector service providers (including consultants and contractors), UK Highways Ltd, SWTRA and other Welsh Government Service Providers.
•Management of internal and external relationships and processes with press / media organisations including social media systems to meet Welsh Government and NMWTRA requirements. This includes the NMWTRA website.
•Liaison with and support to other Agency staff; Any other duties required to deliver the services commensurate with the grading of the post.
•Operate according to Council policies and its clients, under the relevant Code of Conduct
•To achieve satisfactory level of achievement of agreed deadlines and milestone objectives.
•Achieving and maintaining the highest standards of Trunk Road Agency management
•Undertake any necessary training in relation Continual Professional Development

A55 Tunnels
•In addition to the duties under the Road Tunnel Safety Regulations:
•Implement and manage Information Campaigns as Annex I (4).
•Manage and maintain the Annex II (4) modifications register and A55 Tunnel Risk Registers.
•Assist the Welsh Government Tunnel Manager with Safety Documentation management and documentation requirements required by legislation, policy, procedure or standards;
•Arrange or undertake independentRegulation 18 risk analyses as agreed with the Welsh Government Tunnel Manager.
•Assist Welsh Government with their duties under the Regulatory Reform Order 2005.
•Undertake the Safety Officer role described in Design Manual for Roads & Bridges (DMRB) BD78 [2.2.9] and BA72 [3.11] standards.
•Manage and co-ordinate the A55 Standing Tunnel Design Safety Consultation Group (TDSCG) under the DMRB standards.
•Liaise with those who undertake the Principal Contractor and Principal Designer functions at the A55 Tunnels.
•To attend meetings and conferences as required in relation to risk management issues including the UK Tunnel Operators Forum / Road Tunnel Operators Association.
Resilience Management
•To analyse and identify network resilience issues and measures to maintain safety and operation of the network. This will include for example:
•Flooding risk
•Pollution risk
•Fire risk
•Adverse weather risks including winter maintenance
•Road Traffic Collision clusters
•Congestion
•Tactical & Strategic Diversions
•To supervise, inspect and manage the quality of contingency plans, security measures and emergency procedures affecting trunk roads.
•Liaise with Agency staff to design, implement Emergency Exercises and other appropriate training requirements.
•Attend appropriate regional Local Resilience Forum (LRF) meetings in North and Mid Wales and exercises agreed with the Business & Statutory Operations Manager.
Incident Management
•To manage the implementation and monitoring of Agency processes and procedures to ensure that there is adequate provision for daytime and out-of-hours response to emergencies in order to meet Welsh Government’s performance requirements.
•To manage the development of Agency contingency plans and processes for emergencies on the trunk road network in co-operation with Others.
•To take part in an emergency out of hours on call scheme in a Silver Command operational role.
•Arrange for Gold, Silver & Bronze training for the Agency.
•Manage and implement the Agency debrief processes.
Adverse Weather Service / Winter Maintenance Service
•To manage the Adverse Weather Service / Winter Maintenance services undertaken by the Partner Authorities on behalf of the Network Manager.
•Liaison with Welsh Government, their forecaster and meteorological equipment Service Providers. This will include supporting the Network Manager in the management of the Welsh Government strategic salt stocks.
•Manage the processes for the delivery of the NMWTRA integrated Adverse / Winter Maintenance service undertaken in accordance with the Welsh Government’s Trunk Road Maintenance Manual requirements.
•To manage the annual Adverse / Winter Maintenance Plan and Post Winter review documents and ensure relevant audits are undertaken.
Health & Safety and Environment
•It is the responsibility of every employee within the North & Mid Wales Trunk Road Agency to comply with the Health and Safety, environmental and quality policies as defined within the NMWTRA Integrated Business Management System.
