Job Description
Purpose of the Post.
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Provide the necessary skills and expertise to introduce, maintain and support the network (and voice network) over a local and wide area throughout Gwynedd.
•Install and configure telephones. Maintain, support and monitor our voice and unified communications systems. This means troubleshooting and optimising our equipment, voice systems and services.
•Analyse voice connection problems and resolve them by collaborating with the Help Desk and network engineers and/or the supplier of the connection / telephony system
•The engineer is expected to be the point of contact between Cyngor Gwynedd and the company that provides the voice system.
•The engineer will have basic knowledge of data communication and computer networking. The engineer will have to take on some of the network team's workload from time to time.
•Ensure that the Cyngor Gwynedd Systems Development Methodology is adhered to and ensure that each work package is carried out on time, within the budget and in accordance with the specification.
•Ensure that the ICT field is supported in accordance with policies and procedures that have been specified.
•When working as part of a team, identify where ICT can be used to create opportunities and efficiency savings and better Customer Care.
•Be responsible for ensuring that the Council's ICT equipment and systems work at all times.
Responsibility for functions . e.g. staff, budgets, equipment
Staff:
•Can be a technical lead for technology focused project teams.
•Mentor junior network engineers.

•Liaise with external individuals/bodies to resolve issues.
•Ensure that all documents relevant to the network are updated when changes are made to all elements connected to the IT equipment.
Main Duties
Operational tasks, decisions, organizing and innovation:
•Provide technical support to others.
•Regularly educate junior members of staff and give them guidance.
•Giving input to new ideas/efficiency savings about how ICT can create efficiency improvements, improve customer care, or create new opportunities within his own function and within the projects he is currently working on.
•Responsible for making decisions to ensure that elements of projects are completed on time, within budget and to expected standards.
•Manage his own highly complex and technical workload to meet targets.
•Input to the decision-making process in terms of supplier and product selection.
•Input to policies and procedures, he/she may be required to record them.
•Being able to ensure a balance between the requirements to carry out project work and high pressure and adhoc support work to ensure that they remain available to the Council's ICT systems.
•Configure, test, install, maintain, monitor, and resolve any issues to do with user equipment, telephones, video conferencing equipment, voicemail, the contact centre voice system (and its interfaces).
•Understand all reporting systems to do both voice and video, produce necessary reports as required.
•Document every voice connection the Council has.
•Input to the business planning process.
•Contribute towards ensuring that performance targets and improvement measurements are achieved, or exceeded.
•Collaborate with other Council departments to facilitate any change that is made to the configuration of the Council's property or the movement of the Council's staff from one piece of the property to another.
Communication:
•Excellent communication skills to communicate with users throughout the Council up to senior managers.
•Clearly record user requirements by liaising with users in meetings and workshops.
•Development of conceptual and technical specifications.
•Represent the ICT department in meetings across the Council and externally from time to time.

Special Circumstances . e.g. the need to work unsociable hours, special working arrangements etc.
•As the I.T function of the County operates on a 24 hour 7 day a week basis there will be a need from time to time to work unsociable hours and at weekends which will be eligible for payment in line with the Council’s terms and conditions of employment. Emergency call out etc. will be subject to individual negotiation.
