Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•To provide the necessary skills and expertise in the purchasing of the ICT across Gwynedd
•Working as part of a team pro-actively identify where ICT can provide better Value for Money in terms of purchases, contracts and services in order to create business efficiencies and improve customer care.
•To ensure that the I.T operational requirements of the authority are supported in terms of printing, backups and general services.
•Be responsible for elements of vendor management in ensuring they deliver best value. Resolve incident as appropriate and manage aspects of change, problem and configuration functions
•Ensure that there is adequate documentation and contract support cover within the ICT environment in line with policies and procedures.
•Working as part of a team to ensure that council’s System Methodology and Support Processes are completed within agreed time scales and that variances are investigated and promptly reported upon.
Responsibility for functions
Finance:
•Input into review of processes and contracts to identify and realise cost efficiencies.
•Awareness of budgetary structures and financial regulations and constraints
•Provide the best monetary value for the council on all purchases and contracts.
•Take responsibility for liaising with external vendors on financial issues.
Data, equipment and Software:
•Provide support for the ICT environment on all issues relating to purchases.
•Liaise with external vendors to resolve issues.
•Provide and maintain data (and backup for equipment) in accordance to Policy and Procedures.
Main duties
Decision Making, organisation and innovation:
•Receive E-mails and Internal orders regarding service, incidents and Change requests.
•Classify, Document, prioritise orders, resolve and payment of invoice.
•Take responsibility for inventory of new hardware, stock control, software and peripherals purchased and ensure (where applicable) the safe change over of items to users.
•Responsibility for ensuring that all batch functions run centrally are completed correctly to agreed service level targets.
•Responsibility for producing and controlling all print tasks associated with secure stationery.
•Responsibility for ensuring that backup media is available for the electronic security of data and controlling the storage of the media both on and off site.
•Responsibility for transferring electronic data to BACS.
•Take responsibility over the reconciliation of year-end stock account, Holding Accounts accruals and pre-payments relating to orders and Services.
•Responsibility for making decision to ensure that elements of projects, services are completed on time, within budget and to quality expectations.
•Receive telephone calls and emails from council staff regarding incidents or services
•Classify, document, escalate, resolve (where appropriate) the incident or service.
•Provide innovation and efficiencies as to how ICT can create business efficiencies, improve customer care or create new opportunities within own function and projects.
•Manage complex workload to ensure service level targets are achieved.
•Provide technical assistance in certain areas to others in the team.
•Input into decision-making process in terms of product and supplier selection.
•Input into policies and procedures, may be required to document them.
Communication:
•Excellent communication skills with users and external suppliers
•Clearly document requirements / findings by liaising with external or / and internal staff alike
•Represent ICT Unit at meetings both internal and externally
•Provide advice and guidance to users and ICT staff
•Be sympathetic to users needs and expectations
•Need to demonstrate sympathetically with staff when agreed turnarounds have not been met.
•Need to be able to use negotiation skills in order to gain best prices.
•Provide concise updates to users on the status of orders
•Act as liaison point for users and others in the technology department when orders received are being implemented.

Special circumstances
•As the I.T function of the County operates on a 24 hour 7 day a week basis there will be a need from time to time to work unsociable hours and at weekends which will be eligible for payment in line with the County's terms and conditions of employment. Emergency call out etc will be subject to individual negotiation.
