Job Description
Purpose of the Post
• Ensure that the people of Gwynedd are at the heart of everything we do.
• Lead on a developmental and transformational project across the Adults, Health and Wellbeing Department and the Children and Family Support Department to promote the the use of the Code of Practive for the delivery of Autism Services and develop services as part of an autism plan across the County. In doing so, this will contibute to the Council’s aim of people being able to live their lives as they wish and putting the person at the cente in accordance with the Social Services and Wellbeing Act (Wales) 2014.
Responsibility for functions . e.g. staff, budgets, equipment
• Supervising and mentoring workers within the autism service (5 staff)
• Mentoring and influencing staff in other teams and departments.
• Responsibility for monitoring specific budgets e.g the RIF budget and the autism budget.
Main Duties• Co-ordinating the autism workstream, develop practice and promote partnership working in respect of developing the autism project. Work within the Autism Code of Practice to ensure that Cyngor Gwynedd fulfil their statutory duties and develop services within the field. This will include collaborating with other departments within Cyngor Gwynedd, as well as external agencies to ensure that the services work as effectively as possible and align with the ‘Ffordd Gwynedd’ principles.
• Provide advice, guidance, support and Professional mentoring to practitioners to promote Professional practice within teams and the wider services.
• Work in partnership with the Adults, Health and Wellbeing Department and the Children and Family Support Department to ensure that the services meet the Needs of Gwynedd citizens, their families and carers.
• Act as a main point of contact in respect of autism matters within the two departments.
• Where appropriate challenge effectively to ensure and maintain a high Standard of service.
• Ensure the project documentation is developed and maintained to a high Standard whilst leading the project. Prepare reports for managers and elected members with the support of the Senior Operational Manager.
• Ensure that suitable and accessible materials are available in order to share information with Gwynedd citizens, their families/carers to promote information sharing about events and developments within the field. Ensure that social media pages and Cyngor Gwynedd web pages are kept updated in collaboration with the Communications Team.
• Attend, form and lead on relevant forums with representatives from various teams, including partners such as the Regional and National Autism Service, Health Board, Education Department and service users.
• Work collaboratively with services and community hubs to ensure that messages about autism services are communicated locally to individuals.
• Familiarise and keep up with developments within the field of autism, and work in partnership to provide the most recent information to Gwynedd citizens to promote independence and reduce dependence on core services.
• Review and develop close working relationships with services and individuals working within the field of autism e.g. Betsi Cadwaladr University Health Board, Housing Associations, Third Sector Organisations.
• Establish effective and appropriate systems for monitoring performance and reporting on project outcomes.
• Responsibility for self-development.
• Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
• Operate within the Council’s policies in relation to equal opportunities and equality.
• Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
• Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
• Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
• Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
