Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Assist the Maritime Service Manager to undertake daily duties and functions in line with the managerial requirements of the Maritime Service, ensuring a significant improvement in the quality and management of the coastline.
Responsibility for functions
•Delegated responsibility for all staff, finance and resources of the Maritime Service as required.
•Managing the service in conjunction with the Senior Harbour Officer in the absence of the Maritime Service Manager.
•Managerial responsibility for the service’s permanent Beach Officers.
•Appoint, train and manage all of the service’s seasonal staff together with purchasing and distributing all equipment and uniform.
•Co-ordinating and ensuring that all coastal safety equipment and apparatus are checked and that the relevant inspection forms are completed as required.
•Responsibility for the beach’s ‘float’ and the safe transfer of registration and launch fees to the Maritime Office, Post Office or Bank.
Main duties
•Prepare work programmes and identify clear and measurable objectives for the service annually.
•Assist and encourage the Beach Officers to develop work programmes and improvement plans for the county’s beaches, with the aim of providing a quality service to the public. Ensuring that works are completed within the required time schedule.
•Appoint, train and manage all of the Service’s seasonal staff and develop work and maintenance programmes on their behalf.
•Manage and encourage beach staff to undertake and complete their duties effectively and safely.
•Submitt Beach Award applications annually ensuring that award beaches are conforming with the relevant criteria.
•Ensure a significant improvement in the buoy / segregation zone plans of designated beaches.
•Supervise and enforce coastal regulations and bylaws.
•Prepare reports for the Maritime Service Manager as required and attend and partake in meetings with Community Councils, groups or organisations, reporting back on what was discussed (taking minutes as and when required).
•Conduct presentations to schools, groups and organisations as required and arrange and partake in beach safety or voluntary campaigns to improve the quality of the coastline.
•Update and add to the Maritime Service’s Emergency Plan and complete and update all of the Service’s Risk Assessments. Establish procedures to ensure compliance with statutory Health and Safety requirements. Assisting with the development of the service’s internal policies
•Assisting with the development and management of the power craft registration scheme and purchasing all of the permits annually.
•Assisting and responding to incidences of coastal pollution as necessary.
•Developing information sites which includes noticeboards, interpretation panels, posters, information pamphlets to inform and educate the public about the importance of environmental conservation and coastal wildlife.
•Assist the Council’s I.T. department to develop, update and improve the service’s website.
•Design, purchase and standardise all coastal signs and notices.
•Assist with the administration of the Maritime Office and deal and respond to enquires received at the office - face to face, over the phone, via email or letter.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•The Senior Beach Officer is expected to work from any of the harbours or specific beach if there is staff illness or shortage. The Officer is expected to work on a number of weekends during the period leading to Easter until the end of September, work all Bank Holidays and some evenings. The Officer is expected to be on call and ready to respond during emergency situations.
