Extensive experience working within the Health Safety and Wellbeing field.
Experience of leading on health and safety issues

Experience of motivating and managing change and leading staff to achieve successfully
Experience in the management field including managing staff at various levels
Experience of developing business cases, leading on work areas and achieving targets
Experience of leading an effective relationship and collaborating with external stakeholders

Job Description
Purpose of Post.
•Lead the team(s) the post-holder is responsible for, to effectively and efficiently deliver what matters to the residents of Gwynedd by creating and maintaining an environment of respect and trust while enabling, empowering and inspiring staff.

Main Duties
LEADERSHIP
•To be accountable for the Service and the most effective and efficient use of available resources.
•To lead Service staff by encouraging and motivating them to take ownership of Ffordd Gwynedd principles and to be accountable for ensuring that this happens.
•Ensure an environment within the team that promotes and encourages the well-being of staff.
•To assist the team to establish operational principles, giving consideration to relevant Acts (e.g. Health and Safety, the Well-being of Future Generations Act, Social Services and Well-being Act) and ensure that they adhere to them.
•Awareness of how the team's systems work and provide facilitation to challenge these when required.
•To ensure that the team contributes to the aims of the services or other organisations that try to deliver what matters to the people of Gwynedd.
•Promote the need to identify and implement future threats and opportunities including preventative measures.
•Ensure they are aware of the legal and political climate that impacts the service, ensuring that team members are aware of the required elements.
•To be alert to good practice within the service field and ensure that the team considers the appropriateness of this good practice for them.

SPECIFIC AREAS OF THE POST
•Act as the main point of contact for the Health and Safety Executive
•Act as a member of the Corporate Support Department Managers' Group.
•Liaise with Heads of Department to ensure services meet current and future requirements, and ensure there is sufficient expertise within the Service to be able to provide the said service.
•Prepare an annual report on health and safety and well-being matters for the attention of the Chief Executive and Gwynedd Council's Cabinet, and report to Council committees as required.
•Ensure that officers/advisors develop personally, and ensure that this includes evaluating and identifying their training requirements with medical supervision to staff in the Occupational Health Unit
•Ensure that a comprehensive health promotion programme is implemented for Council staff and lead on any external accreditation in this field.
•Provide professional guidance to Service staff
•Manage Service Agreements (as a client, and also as a provider).
•In consultation with other members of the Service, draw up and implement effective monitoring systems, including local performance indicators that show the impact of the work carried out and contribute to management information for continuous improvement.
•Ensure that the services are given a prominent place within the Council's development plans.
•Ensure that the Service has consulted on a health and safety and well-being training programme for Gwynedd Council staff and lead on any external accreditation in this field.
•Maintain a good and effective relationship with staff, managers, and trade unions.
