Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•The post-holder will need to carry out the duties in relation to ensuring that all 2-3 year old children in Gwynedd's Flying Start area are aware of their childcare entitlement and are supported to receive this in one of the range of settings that are available while also working with the settings and staff to secure good attendance at the settings.

Main duties
•Take a strategic role to secure sufficient childcare placements for the Flying Start scheme and collaborate with relevant staff and agencies to aquire quality childcare for two year old children in the areas.
•Assist the settings, management committees and the lead bodies to comply with CIW requirements such as childcare procedures and policies for running all of the settings to reach the strategic requirements of Flying Start Childcare.
•Coordinate the procedure for allocating childcare places to families that are eligible for their Flying Start entitlement. Establish and implement effective arrangements to ensure that the majority of children receive the entitlement in full. Develop systems to record childcare options online and be a contact point for the procedure for families and target hard to reach families to promote the offer.
•Work with the settings to ensure high attendance at the settings and work closely with families to promote good attendance. Report on performance as needed by working closely with the Monitoring Officer and the Advisory Teachers to identify and analyse trends. Carry out visits to settings where there are attendance concerns.
•Promote the importance of childcare to families and develop HWB teuluoedd Gwynedd for this purpose and feed any good practice at the childcare settings to social media on a regular basis. Ensure consistency in terms of the information leaflets and the information about what the Flying Start childcare settings can offer. Have knowledge of all Flying Start services and actively promote them to families and facilitate work in terms of communicating information about the scheme.
•Consult regularly with the families and hold demand reviews and gather information by means of satisfaction questionnaires etc. with parents at the end of their childcare entitlement and create a report as needed and feed it to the Management Board and relevant officers.
•Jointly with the Childcare Development Officer, complete an audit of the training needs of childcare staff at the settings and schedule relevant training for them by complying with any statutory or contractual requirements.
•Work closely with the Development Officers to feed into the Childcare Sufficiency Assessment action plan. Advise on annual targets for developing new childcare settings and establishing new childcare placements as needed.
•Keep up-to-date with current legislation involving children, families and developments that are relevant to the above mention service.
•Be part of an agency team that provides a high quality services, that support the scheme aims, and Flying Start directives and policies.
•Participate in recording, monitoring, evaluations and reviewing services in line with instructions from the Early Years Coordinator and Welsh Government
•Collaborate and network with other officers and partners in order to fulfil the requirements of the post.
•Research into good practice within the field of early years and childcare workforce development.
•Arrange and attend outreach sessions to raise the profile and promote the field of early years and childcare.
•Attend local, regional and national groups, forums and network meetings, which consider issues associated with the field of childcare.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused
Special circumstances
•Employment: Temporary contract until 31ST March 2022
•Occasionally it will be necessary to work unsociable hours such as at weekends or on the 8 to 6 rota.
•The Department has an ongoing programme of training and personal skills development. An Evaluation Plan will be implemented which will contribute to this provision. The post holder is expected to participate in the programme.
