Purpose of Post
• Ensure that the people of Gwynedd are at the centre of everything we do.
• Assist the Senior Language and Scrutiny Advisor and the Language Advisor to:
- contribute to the development of the Council's Welsh culture by inspiring others and encouraging them to recognise and value the privilege of working through the medium of Welsh.
- develop and ensure the Council's arrangements to meet the requirements of the Welsh Language (Wales) Measure 2011, and reporting to the Welsh Language Commissioner.
- support the Language Committee's investigations
- support the development of linguistic planning skills and language awareness for staff and Councillors

Main Duties
The Welsh Language Standards
• Assist to ensure compliance with the Welsh Language Standards across the Council to ensure compliance with the Welsh Language (Wales) Measure 2011 and provide advice to others.
• Support the work of departments to comply with the Welsh Language Standards and advise them on compliance with the Language Standards.
• Assist with research and respond to language complaints.
• Ensure comprehensive monitoring arrangements, co-ordinating necessary data to report on indicators and forming the Council's Annual Report to the Welsh Language Commissioner.
• Encourage the public to use Council services through the medium of Welsh and monitor the use and demand.
• Develop the workforce's understanding of linguistic planning and language awareness across the Council.
• Contribute to the development of the Council's Welsh culture by inspiring others and encouraging them to recognise and value the privilege of working through the medium of Welsh.
The Welsh Language Promotion Plan for Gwynedd
• Assist with the work of developing, reviewing, monitoring and publishing the Council's Language Plan (the Council's language strategy).
• Collaborate with heads of departments and services to develop plans, awareness, understanding and work arrangements that promote the Welsh language in accordance with the Council's statutory requirement.
Language impact assessments
• Ensure appropriate input to protect the benefits of the Welsh language in equality impact assessments in the Council's plans, policies and activities.
• Submit observations on language statements and assessments submitted with planning applications on behalf of the Language Unit and monitor any impact.
• Offer and provide linguistic advice for applicants who wish to receive pre-application planning advice.
The Council’s Language Policy
• Assist to review and develop the Language Policy to ensure that it is current and suitable.
• Communicate, monitor and promote the Language Policy ensuring compliance with the Policy by Gwynedd officers.
• Assist to draw up other supplementary guidance and policies that are associated with the Language Policy in order to ensure the compliance of departments and services with the requirements of the Language Policy and Standards.
Projects in the Council Plan
• Assist the Senior Language and Scrutiny Advisor and the Language Advisor with priority projects that have been included in the Council Plan, which promote the Welsh language and develop the culture in Gwynedd.
Language Committee
• Contribute towards ensuring appropriate input to reviews of local and national policies and strategies by contributing to the Council's responses to these reviews.
• Support the investigations commissioned by the Language Committee, drawing up a work programme, collecting data, planning and holding interviews, drafting reports and forming recommendations.
• Investigate complaints about the language and find solutions to them, reporting on them to the Language Committee and the Welsh Language Commissioner.
• Assist the Senior Language and Scrutiny Advisor to draw up the work programme of the Committee and produce reports.
General
• Responsibility for self-development.
• Ensure compliance with Health and Safety regulations in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

• Be responsible for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
• Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
• Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
• Responsible for reporting any concern or suspicion that a child or vulnerable adult is being abused.
