• Ensure the people of Gwynedd are at the heart of everything we do.
• This role will be working with all the Early Years services including health, childcare, play, parenting and early education provision. The project manager will be expected to develop a mindset and results that will lead to introducing public services in a collaborated and integrated way and notes the specific commitment to create a system that puts the unique needs of every child at the centre of it.
• The officer will work with Welsh Government, the Local Authorities of the North and key stake-holders who are responsible for planning and managing various projects in relation to the early years provision. This will include coordinating steering groups and local work streams, managing projects and change, facilitating workshops, consult and engage with the community, work in partnership to facilitate and support integrating and transform the early years.Responsibility for Resources. e.g. staff, finance, equipment

Grant FundingMain Duties.
• Lead on establishing arrangements and implementing the Early Years Transformation Project including coordinating governing arrangements and accountability with the Steering Group; develop methodology and the scope of the project. Fulfil the role of project management by drafting documents of high standard, including but not restricted to; the Project Initiation Document, project plans, the risk logs and monitoring progress and financial reports. There will be a need to ensure that all the documents continue to be current throughout the project
• Coordinate and support the Early Years Manager and the Assistant Heads to develop plans, targets and work programmes and reporting mechanisms to ensure the project's effective communication
• Map and evaluate the early years provision against the Maturity Matrix by collaborating closely with the 'Early Intervention Foundation' that allows integrating and transformation within the early years through developing strategies to address any gaps in the provision of services for families and their children 0-7 years old.
• Define and scope the present early years 'system' across the needs levels (general; early and preventative intervention; targeted; statutory); and across the early years themes (education, care, parenting, play, health).
• Facilitate workshops and consultations to support leaders and managers to share a general understanding of the early years, to analyse, plan and develop systems that keep the child in the middle within the agreed time restrictions and budget.
• Report on progress regularly in accordance with the governing arrangements, to the main stakeholders and other groups as required.
• Manage the research work and the analysis needed in relation to the project by collaborating with the Council's research Unit. Undertake the research and analysis required by converting and analysing notional information, data, policy and practice of your partner agencies and partner agencies at work to support effective operation of services across the early years.
• Investigate how to re-structure the early years systems within current budgets by building on our programmes, services and current early years support, and create an early and preventative intervention system that's more integrated, seamless and responsive that puts the unique needs of every child at the centre of it.
• Map the Early Years IT systems and identify opportunities to make better use of systems jointly.
• Note and assess the needs of training workers, ensuring that the workers have the skills and the information needed to work effectively with children (including children with disabilities) and families across the need levels.
• Concentrate on improving service cohesion, planning, commissioning and operate a needs led approach.
• Manage communication with stake-holders including the informal and formal consultation processes needed by ensuring clear and effective communication by adapting the mode so its suitable for the situation. Develop and maintain connection with relevant local and national projects.
• Collaborate with other members of the team, officers of the Council's Directorates, relevant local and national projects and external stakeholders such as Welsh Government Civil Servants in accordance with project requirements
• Plan a strategy / business plan to develop the early years systems, with priorities, to collaborate to provide services in a coordinated, integrated and timely way.
• Assess the business situation of the present internal Early Years provision, note the potential for developing and creating a robust business plan to move the service forward.
• Ensure compliance with relevant legislations and guidelines, including the Council's financial Regulations.
• Collect, interpret an ensure compliance with all legislations, guidelines and local, relevant enterprise policies in the context of early years provision.
• Prepare reports for the Cabinet and other political forums in accordance with the Council's internal arrangements.
• Prepare documentation, attend and report in meeting to ensure that the projects are moving in the right direction and continue to be viable
• Responsibility for self-development.
• Ensure compliance with Health and Safety regulations in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
