Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Assist with ensuring that customers are provided with a high level and good standard of service with all aspects of maritime service provision in Pwllheli harbour
•Assist with ensuring that Hafan Pwllheli and Pwllheli Harbour sets a high standard within the marine industry
•Assist with ensuring that the facilities at Hafan are maintained to a high standard
•Operate the Boat Hoist; Mobile Crane; Tractor and Boat Mover. Assist with the provision of providing shore service facilities at Hafan Pwllheli
Responsibility for functions
•Responsible for operating the Boat Hoist; Mobile Crane; Tractor and Boat Mover.
•Responsible for the boat storage area (ashore) and for monitoring the movement of all boats, trailers, equipment at Hafan Pwllheli.
•Responsible for the upkeep of mechanical plant used in the workplace.
•Responsibility for the upkeep and cleanliness of the goods and tools storage units
Main duties
•Operate the boat hoist; boat mover; mobile crane and tractor in accordance with current safe working practices.
•Responsible for the securing; shoring; blocking and setting of boats in cradles and/or on boat stands.
•To regularly check and record all shoring of vessels secured ashore on Council land in Hafan Pwllheli.
•Ensure that the mechanical plant operational schedule diary is utilised to maximum efficiency given the demand for service, tide and anticipated weather conditions.
•To ensure that all boat hoist and crane operations are recorded and presented to the Assistant Manager for invoicing.
•Present details of boats being accommodated ashore to the Assistant Manager Operations for invoicing.
•Responsible for the supervision and monitoring of on-shore boat power supplies and for ensuring their safe usage in compliance with relevant Health & Safety Regulations.
•Convey details of electricity consumption by boats stored ashore to the Assistant Manager Operations for invoicing.
•Arrange for all boat positioning on the hard standing area to ensure area is utilised to its maximum.
•Ensure that all dockside systems on the Hafan site are locked and secure at end of working day.
•Assist with fuel quay duties as required. Present month-end fuel estimate quantities to the Assistant Manager Operations.
•Reporting of any defects in plant and machinery to the Assistant Manager Operations.
•Assist with all general mechanical plant maintenance relative to the work. Update all plant and machinery records and ensure information is current.
•Operation of harbour motor launch. Manage the movement of vessels to and from the dock and/or relevant pontoon berth or anchorage.
•Responsible for maintaining harbour launch in a clean and good working order.
•Assist with pontoon maintenance – power wash pontoons; undertake decking repairs; undertake maintenance of power points; light modules and associated equipment.
•Assist with general assets and site maintenance.
•To ensure that the site is kept to the highest possible standards of cleanliness at all times.
•Operation of marina computer system (HavenStar system) to arrange berth bookings; produce invoices; process payments for berthing, purchase of gas and ice sales; log boat arrivals and departures as required.
•Directly responsible to the Manager (or Assistant Manager/Assistant Harbour Master in the Manager’s absence.)
•Cooperate with the Coast Guard, Fire Service, Police, Lifeboat and Ambulance in the event of any emergency within the harbour
•Understand applications of fire, first aid and oil spill procedures.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any worry or suspicion that a child or vulnerable adult is being abused
Special circumstances
•Requirement to work weekends and Bank Holidays
•Requirement to work outside framework of 08.00 to 17.00 as and when required.
