Job Description
LOCATION Gwynedd
JOB PURPOSE
To facilitate the smooth and efficient operation of the Council’s parking services in accordance with the Road Traffic Act 1991, Road Traffic Regulation Act 1984 and the Traffic Management Act 2004, providing an effective service of parking enforcement to minimise illegal parking and improve road safety through the issue of Penalty Charge Notices (PCNs).

MAIN DUTIES AND KEY TASKS OUTLINE OF DUTIES AND KEY TASKS1. Contribute effectively to the Council’s parking management strategy by enforcing on and off street waiting / parking regulations in accordance with the Council’s policies and procedures.
2. To carry out patrols of on & off street parking, either individually or as part of a team. Patrols will be on foot but may also require the use of vehicles.
3. Issue Penalty Charge Notices using handheld computer terminals, in accordance with instructions, procedures and relevant Traffic Regulation Orders currently in operation, to ensure legal parking requirements are met.
4. Conscientiously and consistently complete accurate pocket book entries supported by photographic evidence of each PCN issued and other related incidents.
5. Attend adjudication hearings as a witness for the Council as required, which may require written reports to be submitted.
6. To wear a Body Worn Camera Device as a part of the Uniform to capture any threatening or violent behaviour and to download daily and to report any incident to the Line Manager.7. Report to the Senior Parking Attendant any suspected abandoned vehicles.
8. To check that parking signs, lines and notices are accurate and present and that PCNs issued comply with the relevant signage. Report to the Senior Parking Attendant any inaccurate, damaged or missing signs and lines.
9. Assist with maintaining on and off street pay & display machines, reporting faults to the Parking Supervisor.
10. Ensure that all Health & Safety procedures are complied with and report on any defects within the car parks or on street parking areas to the Senior Parking Attendant.
11. Respond to enquiries from and provide assistance to the public. Where necessary, advise on Council policy and procedures in relation to parking and give advice on how to make formal complaints / representations to the Council.
12. To operate two-way radio to maintain regular contact with the Parking Supervisor, ensuring correct radio procedures are followed at all times.
13. Report and record evidence of observations of illegal activities.
14. To maintain a presentable and professional personal appearance, ensuring that the issued uniform is worn at all times when on duty and maintained in a clean and tidy order.
15. Be responsible for the safekeeping, care and maintenance of all equipment issued on a personal basis, including handheld computers, cameras, communication equipment and where applicable Council vehicles.
16. To monitor own work and identify best practice opportunities to improve both service provision and development through Investors in People.
17. Assist the Parking Management with School Crossing duties when needed any other duties within the competence of the post holder.
18. A requirement and commitment to works towards NVQ level 2 Certificate for Parking Attendants and certification within 2 years of commencement of employment.
19. To work in accordance with the Council’s policies and safe working practices, as directed.
20. Responsible for self development
21. Ensure conformance with Health and Safety Regulations within the workplace in accordance with responsibilities noted in the Health and Safety at Work Act 1974 and the Councils Health and Safety policies.

REVIEW DATE / RIGHT TO VARY
There will be a need for flexibility to enable the particular skills and expertise of individual post holders to be maximised to the mutual benefit of all concerned. This is a description of the job as it currently applies. It will be reviewed in conjunction with the post holder and updated or varied as appropriate.
ADDITIONAL INFORMATION
The post holder must be an effective team worker but also be able to work on his/her own initiative and manage their time effectively. As a highly motivated individual, you must be able to deal with stressful and volatile situations in a calm manner whilst adopting a clear customer focus; tact and diplomacy being required at all times.
WORKING CONDITIONS
S/he must be physically fit and there is a requirement to wear full uniform, as provided, at all times during working hours, which comprises a 37-hour week over 5 days on a rota basis, which includes Saturdays and Sundays. Start and finish times will be between 0600hrs and 2200hrs, with the possibility of working outside these times as required.The post holder will be required to work Saturdays as part of their normal working week and on Sundays on a rota basis. During peak periods and bank holiday weekends you may be required to work additional hours or amend shift patterns to ensure adequate resources are deployed to maintain a satisfactory level of enforcement. Salary will be paid on a monthly basis.
SPECIAL CIRCUMSTANCES
(e.g. the need to work unsociable hours, special working arrangements, etc.) The post holder will be expected to work Saturdays as part of their normal working week and on Sundays on a rota basis. During peak periods and bank holiday weekends you may be required to work additional hours or amend shift patterns to ensure adequate resources are deployed to maintain a satisfactory level of enforcement
