COPY NOTE: Lord Newborough, Glynllifon, Caernarfon to Sir Edmund Head, [Poor Law Commission Office, London], re the rules governing the election, by the Guardians of the Caernarfon Union, of the Master and Matron of the Workhouse. He gives an abstract from a notice, put in by one of the Guardians, of a proposal that Richard Owen be the Governor of the Workhouse. The notice, with a similar one proposing Catherine Williams as the Matron, was handed to the Chairman, Lloyd Roberts, by Peter Ellis. The Chairman filed the notice without making it known to the Guardians present. He enquires whether the notices are sufficient to proceed to an election, excluding any candidates subsequently proposed. Enclosed: COPY NOTICE: [Lord Newborough?] to the Chairman and Guardians of the Caernarfon Union, witnessed by Peter Ellis. He will propose Richard Owen to be Governor of the Workhouse of the [Caernarfon] Union. Appended: NOTE of particulars given in above Copy Notice. The rules sent down for the guidance of the Guardians were not made known to those present at the meeting.
