LETTER: William Paynter, Market St., Caernarfon to Lord Newborough. Paynter reminds his Lordship that he is exempt from paying the Highway Rate because of his poverty, and yet Mr. Williams’ bailiffs come to his house forcing him to pay twelve shillings and threepence, which deprived his family of bread for a fortnight. He implores to his Lordship’s good nature to help him once more. Paynter then makes it known to his Lordship that some evil men have spread rumours that he is well-off enough to afford a fishing vessel. Paynter explains he has acquired a small vessel but that his poverty is none the less dire. Endorsed: NOTE of reply to above letter: His Lordship orders the repayment of the Highway Rate to Paynter as he is receiving help for the Poor Rates.
