Beasley, esq, stating that the enclosure to his letter of 18 Oct. will have shown that under Article 1(5) of the revised nation of Liability draft convention the right to limit liabilities arising out of any obligation to raise the wreck of sunken vessel or any responsibilities connected therewith. Asks for information as to cases in which a lien upon a sunken vessel has been proved to be insufficient to secure tie dock and habour authorities full compensation for the lenses of raising and removing it.
