Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Play a central role in all aspects of the work associated with running priority projects for the Housing and Property Department, leading, delivering, managing and owning projects which are part of the Housing Action Plan.

•Projects of a strategic, financial and technical nature (development) are part of the HAP and the projects are shared according to the expertise, skills and experience of the members of the Housing Supply Unit.
Responsibility for functions
•Manage, monitor and report on project budgets as well as monitor project work by various stakeholders.
Main duties
•Work on the Department's key projects, responsible for day-to-day project management, reporting to the Housing Supply Manager.
•Carry out the project management role producing high quality documents, including but not limited to: the Project Initiation Document, project plans, the risks and issues log and progress reports. It will be necessary to ensure that all documents remain up to date throughout the project.
•Lead and manage different aspects of work related to Housing Action Plan projects.
•Act proactively to drive the project forward, through being responsible for managing all related elements and resources.
•Carry out all the relevant work tasks to ensure that a project is completed successfully aiming to achieve the project's objectives as effectively and efficiently as possible.
•Lead, manage, monitor and report on project resources and funding.
•Assist, contribute, lead, manage and coordinate work to complete business cases.
•Direct and motivate project teams and monitor their work.
•Ensure that the project reaches all the required outputs and results, within cost, time and quality margins.
•Develop and lead on the implementation of a comprehensive communication strategy for the project's stakeholders in order to manage their expectations.
•Use change management methods and techniques to support effective and efficient delivery, identifying creative and innovative solutions to address barriers, and implement these successfully.
•Collaborate closely with the relevant stakeholders, building an effective and influential relationship with the Council's principal officers, the Cabinet, elected members and external stakeholders as required.
•Manage any external / third party contributions to project work.
•Manage and monitor project risks, solving problems and issues that arise, and taking remedial action, or escalating important issues.
•Report on project progress to Programme Boards, project boards, Performance Review Meetings, the Cabinet and any other internal committee/group or relevant external bodies as required
•Check and control the quality of the project's products and outputs - ensuring consistency, that they are compatible with the Council's other strategies, and that they meet any other technical and specialist corporate standards.
•Collaborate with other members of the team, officers in the Council's Departments and external stakeholders such as Welsh Government Civil Servants in accordance with the projects' requirements.
•Respond to correspondence and enquiries related to projects either verbally, by phone, email or by letter.
•Contribute to identifying, researching and assessing the feasibility of new projects for extending our Housing Action Plan in the future.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•Valid current driving license and car insurance for business purposes.
•You will need to work independently outside normal office hours as required.
•The post holder will need to be available to work throughout Gwynedd on occasion.
