Purpose of the post
•Ensure that the people of Gwynedd are at the centre of everything we do.
•Manage projects, under the leadership of the Unit Manager, in order to ensure provision in accordance with the specific brief requirements from the Client in terms of cost, time and quality, are successfully delivered.
•Utilise project management techniques and systems (e.g. YGC Management System, PRINCE2, the Council’s Project Management Handbook etc.) to ensure that YGC is fully committed to meeting the needs of Clients to provide value for money while operating on a commercial basis and adapting itself to competing effectively.
•be responsible for managing flexible project teams, within the Unit and the Service in general, and give guidance to team members.
•address all requirements in the context of the financial management of projects and give regular financial feedback to Unit managers on project matters and workload.
•perform the commitments of the contract on building projects.
•resolve contractual matters with bodies such as contractors and consultants.
•Review and develop new procedures in accordance with the Council's policies and procedures as well as national developments.
•deal with all National and EU improvement enterprises.
•achieve the requirements of health and safety and environment legislation.
Responsibility for functions
•procure and maintain the latest information relating to:-
oprocurement methods for infrastructure projects
otechnical standards and developments (including current technology)
oprofessional and statutory responsibilities (including e.g. those under the Health and Safety at Work etc. Act 1974, Building Act 1984, Wildlife and Countryside Act 1982, Habitats Regulations 1994 and relevant Regulations e.g. CDM) and apply to the work and duties implemented
•managing junior staff
•delegate to the manager directly.
•ensure that YGC responds to the Council’s requirements.
•take full responsibility for the financial management of their projects.
•ensure that all time-sheets and staff approvals are completed in accordance with YGC procedures.
•The post-holder will be expected to comply with the Health and Safety Acts requirements and to co-operate with YGC's Health and Safety representative.
Main duties
•develop and maintain a practical and professional administrative centre with clients.
•responsibility for supervising and managing specialist consultant and sub-contractor activities.
•undertake the role of the 'specialist witness' as required.
•ensure that the YGC Business Plan is developed and maintained to ensure that the Unit is performing at its best.
•assist with developing and maintaing all the document templates and YGC procedures.
•Prepare pre-tendering health and safety plans.
•market the unit's work and capacity to clients - existing and prospective.
•act as project manager on plans and undertake feasibility studies, collect data, initial investigations, technical assessments and design, administrative, quality and financial procedures for work carried out on behalf of the Client and all activities required by the Client in that role.
•Prepare project programmes and expenditure projections. Monitor and report back to the Project Director (Unit Manager) on actual progress and costs and recommend taking corrective measures when necessary.
•supervise the financial, administrative and technical management of building work, research, assessment or maintenance works undertaken on behalf of the Client. Assist to resolve contractual issues on behalf of clients.
•undertake duties required under the CDM Regulations.
•engage with Site Supervisors throughout the span of the project
•ensure that computer systems and software are available and are suitable for the unit to be able to perform at its best. Contact the Systems Team.
•Contact other services, other directorates, Council Members, statutory undertakers, other authorities, external organisations, and individuals involved with all aspects of the work.
•supervise and lead work and development of junior staff.
•report to senior staff and receive instructions from them.
•be responsible for the team's performance, including, but not limited to, financial matters, delivery of projects and customer satisfaction.
•manage staff performance and development within the team in an active way.
•assist the Unit Manager with the effective development of the unit.
•plan, develop and maintain the team's capacity in accordance with YGC's Business Plan.
•other relevant administrative and professional duties, and commensurate to the authority of the post.
•Responsible for self-development.
•Ensure compliance with workplace Health and Safety rules in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies and procedures in relation to equal opportunities and equality.
•Responsibility for managing information in accordance with the Council’s information management guidelines. Ensure that personal data is dealt with in a way that conforms to data protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint;
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsible for reporting any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•extensive experience of managing projects, dealing with claims, award or concilliation matters.
•Gain and maintain professional qualifications, training and required experience to give a professional service to all clients (e.g. RICS, C.Eng MICE, MIStructE etc.).
•the ability to manage staff and the service in a senior position and within financial and legal constraints.
•the ability to work under pressure. Ability to motivate staff to ensure the success of YGC.
•It will be necessary to work outside office hours when Public Inquiries, consultations, exhibitions, Council meetings take place and when you are called out to emergency situations.
