Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•To provide operational guidance on adult safeguarding issues across Cyngor Gwynedd and the BCUHB workforce in order to ensure that citizens have access to the appropriate person in a timely manner and to enable them to continue to live their lives as they wish to.
•Support the Area Leads to manage the Adult Safeguarding process.
•To provide expertise in adut safeguarding and to act in an advisory role for the county’s services.

Main duties
MANAGEMENT RESPONSIBILITIES
•Responsibility for developing the Safeguarding 'hub' To receive all adult protection inquiries. Decide and agree how to manage the inquiries / reports to ensure residents are safe.
•Performance and Development - Focus on improving performance through effective management and development and through measurement, monitoring and evaluation.
•Problem solving - Making things happen by making meaningful decisions and responding effectively to changing priorities.
•Communication - Share and listen to information, opinions and ideas without preconception by using appropriate communication methods. Increase motivation by using inclusive communication that recognizes the feelings of others.
•Context awareness - Understand and work effectively within the political framework of the Council and be aware of the issues that affect service delivery at different levels. Build relationships with others to encourage best practice to improve provision for service users.
•Self-Management - Set an example for others by being proactive, honest and consistent and taking responsibility for your own actions. Ensuring compliance with professional standards. Responsibility for self-development.
•To receive and deal with Safeguarding queries / reports within the Adults Department.
•Work with citizens who need support to enable them to meet objectives that are important to them.
•To act in accordance with the requirements of the Social Care and Well-being Act 2014 and other relevant legislation and guidance.
•Encourage the implementation of preventative models to reduce dependency on services
•Report to the Senior Manager any obstacles that the team cannot overcome.
•To take a lead role for Departmental Safeguarding inquiries / reports.
•To be a key professional for the Safeguarding Unit, providing professional support and guidance as required.
•Provide support and advice that will inform good practice and enable effective working relationships.
•Encourage workforce development and encourage placement support
•Confident to make decisions and support staff to make decisions about how to manage inquiries / reports.
•Support the Safeguarding Co-ordinator and Senior Manager in dealing with inquiries and investigating and completing reports to respond to complaints.
•Ensure legal responsibilities and departmental policies are met in relation to Safeguarding work.
•To ensure that the needs of individuals are addressed in accordance with the Council's Safeguarding arrangements and statutory responsibilities.
•Act as designated lead on certain safeguarding cases. Complete investigations into allegations of abuse.
•Encourage and facilitate regular multidisciplinary dialogue to find creative ways to achieve objectives and protect the citizen without restricting the intervention to match traditional services which can create dependency on services.
•Distribute work to appropriate areas/services.
•Respond to queries in a timely manner.
•Work with partners to make enquiries to safeguard citizens.
•To collaborate and forge strong links with other Council departments and other partners who have a contribution to make in ensuring that citizens achieve well-being goals.
•Contribute to the achievement of the Council's well-being objectives by providing information and mapping provision that contributes to meeting the care needs of the citizen.
•Contribute to and lead on local and county project teams
•Contribute to the development and support of an Information, Advice and Assistance service plan for the area and county.
•To represent the department at local, county and regional meetings.
•Contribute to the population needs assessment.
•Develop expertise in Adult Protection and act as a specialist to provide service specific advice and guidance.
•Deputise for the Senior Manager.
OTHER RESPONSIBILITIES
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•The need to work unsociable hours occasionally.
•Consideration is being given to extending the opening hours of the service on weekdays as well as weekend working. The post holder will be expected to be involved in any rota arrangements.
