As a Climate Change and Environmental, IT and GIS Data Transformation Analyst, you will be responsible for designing, developing, testing, and implementing spatial data management systems to support Agency operations within the Climate and Environment Team. You'll collaborate with cross-functional teams to integrate GIS data into financial and operational IT systems and analyse geo-referenced datasets to produce insightful reports for senior management, facilitating strategic decision-making.
In addition, you'll conduct data cleansing, maintenance, and analysis of asset inventory datasets related to our strategic road network. You'll implement solutions using industry best practices, ensuring the future-proof development of spatial IT systems and the security and confidentiality of sensitive data. Providing support to internal and external teams in IT solution development and delivering objectives within agreed timelines and budgets are also key aspects of this role.

Job Description
Purpose of the post
The post is to be based within the NMWTRA Environment and Climate Change Team and the purpose is to continually improve the end users use and managment of spatial data predominantly within this team although with the requirement to also work across all NMWTRA services, Partner authorities and other stakeholders through analysis, design, implementation and support of spatial technology-based solutions including cloud and on premise based, in order to ensure the delivery of environmental management and a reliable trunk road network on an All Wales basis on behalf of the Welsh Government.
Responsibility for functions. e.g. staff, budgets, equipment
Key responsibilities include:
• Responsible for designing, developing, testing, implementing, maintaining and documenting spatial data management systems for the Agency. With support from others, linking GIS data into environmental and financial management and operational IT systems, and where applicable the procurement of associated services and equipment.
• Production of associated reports through specialist knowledge of geo-referenced datasets and their analysis tools within spatial management systems and presenting to Agency senior management to assist in the decision-making process.
• Responsible for the data cleansing, maintenance and analysis of various asset inventory datasets associated with the strategic road network such as drainage, environmental etc..
• Create solutions using best practice and maintain knowledge of current best practices.
• Design and implementation of spatial IT systems, equipment and data held, ensuring solutions are developed in a futureproof manner.
• Security of commercially or any sensitive data and physical IT equipment.
• Suuporting internal and external teams in the development of IT solutions.
• Delivery of objectives within agreed timescales and budgets.

Scope, Development and DesignThe development and implementation of innovative and creative business/analysis systems within the Agency by utilising their expertise to support successful business development programmes, using a range of specialist disciplines including but not limited to:
• Specialist knowledge of GIS applications and tools,
• Business process management software,
• Relational database management systems,
• Microsoft Business intelligence software
• Integrated development environment softwareTo adopt and maintain an innovative and imaginative outlook relating to the development of solutions including management reports.
The development, implementation, maintenance and promote, spatial systems (IT) for the Agency including technical support.
Developing spatial management systems for the Agency, driven by existing and evolving business needs in accordance with the requirements of the Welsh Government Managing Agency Agreement (WGMAA).
Advising and liaising with Welsh Government, Trunk Road Agents and their partner organisations with regard to information management issues with the aim of making best and appropriate use of information throughout the organisations and across the whole range of operations and activities. This will support performance management systems and the decision-making process for senior Agency managers.
Work with external system owners, Data Management and ICT Support to provide data interconnectivity between systems.Implementation
To establish, prioritise and promote programmes for the development and implementation of spatial information technology systems required by the Agency. As much of this work is the delivery of improvements to historical and new spatial datasets and incorporation in legacy and new software-based systems, the ability to work in circumstances where policy, procedures and working standards only provide minimal guidance is essential. It is also important to understand and manage the effects that failures of these systems could have on the organisation as a whole.
Undertake rigorous testing of the developed systems to minimise consequential operational risk associated with the services provided by NMWTRA on behalf of the public/WG.
Ensuring the availability of the necessary information required to review performance indicators for both the Agency and the WG.
Using support, tact, persuasion and sensitivity, provide training for staff members and Partner Authorities for existing and newly designed or upgraded systems as required.
Contribute to the applications strategy by applying knowledge of technology/products and providing advice on certain specific areas for the application in order to meet the business needs.
Carry out required activities to allow the migration from any existing system to next agreed level, utilising migration tools as appropriate.
Undertake quality checks of the developed software or datasets in accordance with the agents ISO 9001 accreditation.
To lead teams through business process change during the implementation of software or information improvements which may cause matters that are likely to be contentious or complex. This will require tact, persuasion and sensitivity to achieve the business outcome.Maintenance
The maintenance of computer-based systems (IT) for the Agency including the correct recording of network and inventory records.
General

Though the majority of the role will be based in an office environment, there may be a requirement that the post holder needs to undertake work on site, perform tasks which are outside normal working hours is required to assist the Agency with the implementation of new systems and updates.
