Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Assist provision of effective public library service, including provision for adults, children and young people – individually and in groups – and administrative tasks to support the service to users.
Responsibility for functions
Staff : relief and temporary staff occasionally ; Stock: condition of stock for adults and children; Equipment; safe use of computer equipment and furniture etc. Finance: Keeping simple ‘imprest’ account , banking and invoicing as required.
Main duties
•Responsibility for setting tasks and work for front-line staff, and temporary / relief staff daily in the work place as required and organize relief staff in the library for holidays and other absences.
•Promoting local library, including contacting Nursery , Primary and Secondary Schools, Clubs and Societies adults with an invitation to visit the library and information services Library. Contacting the local community newspaper, including sending articles and news about the library regularly.
•Communication and transfer of information to relief/temporary staff, ensuring that all staff are aware of procedures, policies and guidelines. Ensure that any procedures, policies and guidelines are implemented in a timely and appropriate.
•Supervision of the building in terms of opening and closing including setting an alarm, and report any problems or errors. Care for the whole building including the reporting of maintenance issues, reporting on the work needs to be done to the Property Department and verify that the necessary work is carried out satisfactorily.
•Completing forms to report back and keep monthly statistics. Ordering supplies and stationery everyday material including printing and office supplies.
•Borrowing resources and keeping on the shelves and helping keep the library organized and tidy.
•Assisting users with placing requests, informing users that requests have arrived, processing requests. Search for items on request and processing items.
•Collect fines and other payments relating to library lending resources.
•Register new users and update records of library members and dealing with a wide range of library users including users who may be challenging or difficult.
•Keep simple totals for number of attendees to events and assisting with library user surveys and questionnaires as required.
•Assist users with access to Public Computers, using a scanner, copier or other resources available in the public library.
•Refer user to other Gwynedd Library services include the digital services, Gwynedd Council Services and answer users' queries for general information via phone or e-mail and direct inquiries and calls to other staff and / or take messages.
•To assist maintaining high quality exhibitions in the library in order to attract readers and encourage lending stock and maintaining current information noticeboards.
•Rotation of suitable stock between service points as scheduled by assessing the condition of library stock and sending back items that are untidy, outdated, are inaccurate or require repair.
•Set out, keep and arrange current magazines, newspapers and leaflets in the library.
•Hiring rooms for individuals or groups. Taking names for library activities and keeping a reserve list. Contact users to confirm or cancel events and organize invoicing.
•Report IT problems to the IT Help Desk and the Line Manager.
•Lead or arrange for a story time for babies and children and their families on a regular basis.
•Help introduce the library to groups as needed, including Primary and Secondary school children groups, and clubs and associations of local adults and children
•To attend self- development training sessions as necessary and as guided.
•Attending team meetings and working groups of the Library Service and Department, or working in conjunction with other services / external agencies, as necessary.
•Comply with the Gwynedd Council policy and guidance for Safeguarding Children and Vulnerable Adults recognizing that it the responsibility of each person employed to be aware of their responsibilities relating to child protection issues and vulnerable adults.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any worry or suspicion that a child or vulnerable adult is being abused
Special circumstances
The post holder will be expected to qualify at an appropriate level in relation to information technology. Training will be given as required.
The main workplace will be, Bala Library, but the post holder will be required to fulfil duties in other libraries, within the contract hours, but without extra time or pay for that work.
