Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•To provide the necessary skills and expertise to introduce, maintain and support networks across Gwynedd
•Ensure that the ICT environment is supported within the documented policies and procedures
•Working as part os a team to proactively identify where ICT can be applied to create business efficiencies,opportunities and improved Customer Care
•Be responsible for ensuring the continued operation of the Council’s ICT infrastructure
Responsibility for functions
Finance
•Awareness of budgetary structures and constraints of a project/support contract
•Scope Small/Medium Sized Initiatives
Data/Equipment/Software
•Have input into (and make decisions) on technical architecture of projects that have Council wide impact and directly impact the public
•Provide support for applications critical to the Council’s day-to-day operation and also to public facing applications, this includes problem analysis, resolution and problem avoidance
•Responsible for ensuring data integrity of Council critical data
•Liaises with external parties to resolve issues
•Ensure all relevant documentation is updated when changes are made to the environment
Main duties
Decision making, organisation and innovation
•Provide technical assistance to others
•Provide regular education and guidance to junior members of staff
•Provide innovation and efficiencies as to how ICT can create business efficiencies, improve customer care or create new opportunities within own function and within projects currently working on
•Responsible for making decisions to ensure that elements of projects are completed on time, in budget and to quality expectations
•Manage own highly complex and technical workload to achieve targets
•Input into decision making process in terms of product and supplier selection
•Input into policies and procedures, may be required to document them
•Able to ensure balance of delivery requirements of project work and ad hoc, high pressure support work to ensure the continued availability to the Council’s ICT systems
•To contribute to ensuring that performance targets and improvement measures are achieved or surpassed
•Input into the business planning process
Communication
•Excellent communication skills in order to communicate with users from across the Council to senior management level
•Clearly document user requirements by liaising with users through meetings and workshops
•Develop conceptual and technical specifications
•Prepare and present end-user training sessions
•Represent the ICT department at meetings across the Council and on occasion externally
Other
•Able to problem solve in multiple areas of expertise
•Can consult the business on improvements in systems
•Work on multiple tasks in parallel
•Responsible for implementing and configuring the network infrastructure
•Responsible for coding and designing systems
•Responsible for identifying and owning risks in line with the ICT risk management framework
General
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•As the I.T function of the County operates on a 24 hour 7 day a week basis there will be a need from time to time to work unsociable hours and at weekends which will be eligible for payment in line with the Council’s terms and conditions of employment. Emergency call out etc. will be subject to individual negotiation.
