Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•To assist in facilitating efficient and effective Streetscene and Waste Management enforcement arrangements in accordance with relevant environmental legislation, in order to reduce environmental crime and to improve local environmental quality.
Responsibility for functions
•Responsible for keeping, and looking after equipment relevant to the noted duties (e.g. cameras, communication equipment and where applicable, handheld computers and Council vehicles).
Main duties
•Assist in implementing relevant Streetscene, Waste Management and Dog Control Order policies and strategies.
•To implement the Clean Neighbourhoods and Environment Act and other relevant regulations for streetscene, waste management, waste duty of care and dog control orders, etc.
•To carry on and off street patrols, either individually or as part of a team. Patrols will be on foot but may also require the use of vehicle.
•Issue Penalty Charge Notices either in writing or using a handheld computer, in accordance with instructions, procedures and current guidelines.
•Conscientiously and consistently complete each Fixed Penalty Notice issued with related evidence and record related incidents.
•Attend adjudication hearings as a witness for the Council as required, which may require written reports to be submitted.
•Respond politely to enquiries from the public. Where requested, offer advice on Council policy and procedures relating to Street Enforcement and on how to contact the Council.
•Report to and maintain regular contact with the Street and Waste Enforcement Officer.
•To maintain a presentable and professional personal appearance, ensuring that the issued uniform is worn at all times when on duty and maintained in a clean and tidy order.
•Undertake other administrative and professional duties commensurate with the status of the post.
•Assist in monitoring the use of the commercial waste service by businesses to ensure compliance with the Council’s commercial contracts.
•Assist in the co-ordination of environmental crime enforcement activities, including working with officers from other Council Departments.
•Assist in partnership working in with other agencies, e.g. Police, Natural Resources Wales, Keep Wales Tidy and community groups.
•To contribute positively to the achievement of team objectives and targets
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
