Purpose of the post

• To contribute as a member of a team within the Finance Unit in providing a finance and accounting service to
the Development Group’s Departments.
•To be committed to providing an efficient and effective service and to contribute in enabling the Departments to achieve their aims and objectives.
Responsibility for functions
-
Main duties
•To assist in the work of the Finance Unit in relation to the provision of a finance, management accounting and financial accounting service.
•The Unit’s work includes:
-Preparing annual revenue and capital budgets
-Regular monitoring of budgets to ensure compliance, distribution of regular monitoring information to budget managers, and to bring to the attention of the Senior Accountant any variance or possible variance from budgets.
-To provide financial advice to the Departments’ officers.
-Maintain the ledger accounts, and to prepare final accounts for the service.
-Ensure that financial and budgetary activities are agreed within the Council’s standing orders, financial regulations and established accounting convention.
-Prepare financial reports and statistical information as required for the Development Group, the Council, Central Government and other bodies.
-Ensure regular collection of income and outstanding grants, including monitoring the position of debtors and creditors.
-General maintenance of accounts within the accounting ledger, including personal accounts, suspense accounts, and specific control of accounts within the balance sheet.
-Participate in the process of developing related systems as appropriate to the Finance and Accountancy Unit’s field of work.
-To assist and support the Development Group’s work in relation to the competitive tendering process, as appropriate to the unit’s field of work.
-To promote and support the work of training the Development Group’s staff as appropriate to the financial and budgetary field.
-Ensure that work is properly planned and arranged to ensure that targets and specific deadlines are achieved.
-To be present and to represent the Unit in related meetings and to prepare briefing reports as appropriate.
•The post holder is expected to be aware of the requirements of the Health and Safety legislation and to cooperate with the Directorate’s Health and Safety Manager to ensure compliance with the relevant requirements
•Ensure that personal information is treated in compliance with Data Protection legislation.
•This above list of duties is for outline purposes only. The postholder is expected to undertake any other duties relevant to the nature and grade of the post in accordance with reasonable requests from the Line Manager.

•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any worry or suspicion that a child or vulnerable adult is being abused
Special circumstances
•Occasionally it may be necessary to work outside normal working hours.
•To support the continuous development of the individual, the post holder will be expected to spend short periods in other finance units within the Department to develop skills and broaden his/her experience in different fields.
