Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Assist in ensuring effective and efficient enforcement arrangements for street services and waste management in accordance with relevant environmental legislation, in order to reduce environmental crime to improve local environmental quality.
Responsibility for functions
•To be responsible for the maintenance and care of equipment related to the duties specified (eg handheld computers, mobile phones, CCTV cameras and personal CCTV, sign equipment and Council vehicle)
Main duties
•Assist the Waste and Street Enforcement Officer in the implementation of strategies and policies relevant to Street Scene and Dog Control.
•Authority to apply the powers of the Environmental Protection Act 1990, the Anti-Social Behavior, Crime and Policing Act 2014, the Police and Criminal Evidence Act 1984 and other regulations and enforcement powers related to Street Scene services, such as litter and public place protection orders , which is dog control.
•Process the personal data of witnesses and offenders in accordance with relevant legislation
•Patrol on and off the street, either alone or as part of a team. Foot patrol but may also need to use a vehicle.
•Issue Fixed Penalty Notices (HCP) in due course, in writing, or using handheld computers, in accordance with current instructions, procedures and guidelines.
•Conduct conscientiously and consistently, with evidence, all HCPs submitted and other related events.
•Use personal CCTV equipment to monitor and record the HCP announcement.
•Attend adjudication hearings as a witness on behalf of the Council as required who may require written evidence.
•Use of software relevant to the duties of the job e.g. DEMS Uploader (Personal CCTV) and Mobile FFOS.
•Respond politely to inquiries from the public and, where necessary, provide assistance and advice on the Council's policy and procedures regarding Street Scene Services.
•Undertake on-site investigations, inquiries and informal interviews for environmental crime research, such as litter, dog fouling and use of the Police National Computer (PNC) to obtain information as required.
•Assist the Waste and Street Enforcement Officer in conducting formal voluntary interviews under caution in accordance with relevant legislation.
•Taking witness statements and assisting in the preparation of criminal case files for Court prosecutions.
•Installation and covert cameras to monitor dog fouling cases in problem locations in compliance with relevant legislation (Regulation of Investigatory Powers Act 2000).
•On-site response to service requests (e.g. Trenches and community council inquiries) relating to environmental crimes and updating back office on site status, including identifying the need for further action, e.g. report back on the need for responsive cleaning.
•Report back and keep in regular contact with the Waste and Street Enforcement Officer and back office.
•Installation of site warning signs (eg dog control).
•Install dog fouling bins on site as directed by the Waste and Street Enforcement Officer.
•Assist with occasional awareness raising campaigns, e.g. dog fouling campaigns.
•Assist in the delivery of the street bin and dog fouling program including identification of locations, verification and approval of works.
•Be personally tidy and appear professional, ensure that the uniform is worn at all times on duty and that it is maintained clean and tidy.
•Undertake other administrative and professional duties commensurate with the status of the post.
•Assist in the coordination of environmental crime enforcement activities including liaison with officers in other Council departments.
•Assist in partnership with other organisations eg Police, Keep Wales Tidy and community groups.
•To contribute positively to the achievement of team objectives and targets.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•The post holder will occasionally be required to work unsociable hours, e.g. during peak periods, weekends, bank holidays and may have to work additional hours or change working patterns to ensure adequate resources are available to meet enforcement requirements.
•Full and valid current driving license.
•On occasion the post holder will be required to be active throughout Gwynedd.
