The freighter Vancalt of Monrovia under tow along the Weaver or the Manchester Ship Canal, tug astern. Vessel probably a ’Liberty’ or ’Victory’ ship pre-fabricated and mass produced in the U.S. during World War II to replace heavy shipping losses. Ship is sailing under a "Flag of Convenience" i.e. Monrovia in Liberia, West Africa.
