CIRCULAR LETTER: from a Welsh layman opposing the Bill which had been introduced by the Bishop of Bangor to empower the Bishops of Welsh Dioceses to facilitate the provision for English services in certain parishes in Wales, on the grounds that it would overthrow the rights of individuals and would be depreciating the Welsh clergy, and cause a division from England.
