COPY LETTER of O. A. Poole to Mr. Winter of the Office for Taxes in reply to his circular of 6th August. The Commissioners met too late to answer his letter but he, Poole, is offering some observations of his own. Does not think there is much outright evasion. Suggests printing standard forms to be filled in by all people liable to the income tax and that separate questions should be asked about each kind of income. This would also help them in determining cases of hardship. Also suggests that the party be asked to sign a declaration of the accuracy of his return.
